Alion’s expertise in wireless communication is unrivaled.  This includes 50+ years’ of experience performing complex RF Engineering analysis for DoD customers, civilian government agencies, and commercial companies worldwide.  Our expertise in collecting, analyzing, and formatting spectrum data, including RF measurement, frequency assignment, spectrum certification, LiDAR, and other geo-referenced data, enables us to produce refined RF modeling and simulation tools and applications with the reliability and precision needed to assure spectrum access and control.  Alion’s analysis-driven tools support diverse tasks such as spectrum forensics and deconfliction, testing for coverage amid urban clutter, and antenna site planning.  Alion's Radio Frequency and Electromagnetic Spectrum Engineering Directorate (RESED) offers a variety of work, from projects supporting international satellite coordination to countering IEDs.  Our work is increasingly important in a world that depends on well-coordinated, interference-free spectrum access.

We are seeking a Budget Analyst, Senior as follows:

  • Candidate shall provide analysis of DON Secretariat, US Navy, and US Marine Corps IT budgets and program objective memoranda for compliance with applicable statutes, regulations, and policy.
  • Candidate shall provide assistance with processing financial management requests, inter-governmental funding transactions, programming and planning, budget execution, and spend plan maintenance.

Responsibilities

  • Administers budgets and prepares fiscal forecasts based on historical costs.
  • Compiles and reviews budgets using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to control funds and provide for proper financial administration.
  • Prepares financial plans, monitors implementation of financial policies, prepares regular and special purpose reports, maintains historical records, analyzes trends, establishes cost rates and personnel forecasts, recommends and interprets budgetary policies and procedures, prepares comparative evaluation of actual costs against budgeted funds, and determines rationale for variances between costs and budget.
  • Analyzes budgeting and accounting reports for the purpose of maintaining expenditure controls.
  • Prepares regular and special budget reports, investigates variances.
  • Provides advice and technical assistance with cost analysis, fiscal allocation, and budget preparations.
  • Consults with managers to ensure that budget adjustments are made in accordance with program changes.
  • Reviews operating budgets to analyze trends affecting budget needs. May also be billable to a contract.
  • Performs analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of a program or programs.

Qualifications 

  • Bacheolor's Degree with minimum 5 years experience; 10+ years of experience without a college degree
  • Prior work experience in a DOD environment either government side or contractor side strongly preferred. Previous work experience with the Navy would be a plus.
  • US Citizenship required
  • A security clearance of an appropriate level may be required after employment
