Position Summary

Associate Analyst on projects or programs that are related to Naval operations and planning.  Assists in developing problem resolution options based on knowledge of the situation to develop viable options.

Utilizes effective concepts and principles in the performance of conducting Duration Analysis by analyzing maintenance and modernization impacts to shipboard availabilities, Strategic Integrated Scheduling Review, and Availability Scorecard Metrics.  Has an understanding in day-to-day Navy business and risk management operations, specifically shipboard maintenance and modernization, Alteration Installation Teams, In Service Engineering Agent, and contract and procurement experience.  Assists in developing and evaluating plans for various projects or program activities to meet customer requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  

Duties and Responsibilities           

  • Assists in developing operational ideas in Duration Analysis, Strategic Integrated Scheduling Review, and Availability Scorecard Metrics.  
  • Participates on the required approach to proactively identify, assess, monitor, and manage risks within the DON enterprise and develop strategies for effective mitigation, avoidance, transfer, or acceptance as appropriate. Obtain status updates on risks, issues, and action items to ensure risks/issues are being mitigated and action items are being addressed.
  • Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
  • Monitors standards for the quality of programs and documents.   Assures quality control throughout all contract activities.
  • Demonstrates excellent technical writing skills.
  • Demonstrates excellent presentation skills and is able to develop briefings, documents, papers, conceptual and analytical reports for clients.
  • Performs additional duties and responsibilities as assigned.

Required Education and Experience

  • Bachelor’s degree in a related scientific discipline plus 0 – 2 years of directly relevant work experience.  
  • In some cases, educational requirements may be adjusted or waived for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Shipboard or operational navy fleet experience is highly desired.
  • An Active DoD Secret Clearance is required for employment.   

Knowledge, Skills, Abilities

  • Proficient with Microsoft Office applications (specifically Excel, Word, and PowerPoint) required:
  • Microsoft Word:
    • Work with sections, create templates, use styles, and customize them.
    • Create and format complex tables, and manage table data.
    • Create Mail Merges, sort and filter them.
    • Customize Toolbars.
    • Insert graphic elements. 
    • Run and record Macros.
    • Create a Web Page based on a template and add hyperlinks.
  • Microsoft Excel:
    • Create, modify, and format charts.
    • Use graphic objects to enhance worksheets and charts.
    • Filter data and manage a filtered list. 
    • Perform multiple-level sorting, use sorting options, and design considerations.
    • Use mathematical, logical, statistical, and financial functions.
    • Group and dissociate data and perform interactive analysis.
    • Create and modify some Macro commands.
    • Good communication (verbal and written), presentation, and interpersonal skills required.
    • Familiarity with NAVSEA 21 organization, preferably maintenance and modernization programs.
    • Familiarity of the Surface Ship Modernization program and Navy Modernization Process.
    • Knowledge of surface ship classes.
    • Strong customer service orientation.
    • Ability to multi-task.
