Job Description

The Business Process, Portfolio Management Analyst will assist an agency Portfolio Management team in implementing an IT Governance and investment management structure that enables transparent decision-making.  As part of an integrated team, the Analyst will develop new portfolio management (PfM) processes that will operate within an integrated management framework.  Using industry best practices and program analysis, will help develop from the ground up PfM activities that enable the agency to complete IT investment management.  

Will assist in conducting the analysis, monitoring and evaluation of programs or projects in order to provide input into the CPIC, PPBE and governance processes.  Will provide subject matter expertise towards the development of portfolio plans, budgets, roadmaps and integrated master schedules.

The candidate will help interpret how portfolio management activities impact or are impacted by enterprise architecture, IT governance, system development lifecycle activities and IT service management.  Will develop process, policies and procedures that describe to agency stakeholders how portfolio management will be conducted.  The successful candidate will incorporate organizational change management strategies into PfM implementation.

Duties and Responsibilities:

  • Facilitate the interpretation of agency strategy among stakeholders, and assist in developing a portfolio that aligns programs, projects and operations with IT strategy.
  • Summarize evaluation performance results for executive management to enable analysis and decision-making for in-use system assets.
  • Conduct portfolio analysis and visually demonstrate the characteristics of the agency’s portfolio.
  • Facilitate the process of business case development and analysis. Interpret them and advise on their improvement.
  • Assist in developing and facilitating an agency intake process for potential IT projects.
  • Review and understand the condition of in-use and in-development systems in order to help facilitate board discussions that may lead to accelerating, modifying, enhancing, modernizing canceling, temporarily pausing or decelerating projects and systems. 
  • Assist project managers in updating cost-benefit analysis (CBA) and analysis of alternatives (AoA).
  • Assist in developing investment scoring models so that a portfolio can be easily prioritized and ranked.
  • Assist in the preparation and maintenance of the IT spend plan. 
  • Assist in developing all facets of board support. Assist in designing and developing board review packages.
  • Interpret cost and schedule portfolio performance using variance analysis and value analysis. 
  • Facilitate the integration of a project portfolio management tool in portfolio analysis, demand management (pipeline management), resource allocation, financial management, program execution and reporting.

Education and Experience:

  • Bachelor’s degree in specialty focus plus:
    • 5 - 7 years of experience in performing, improving or building portfolio management or project management processes
    • Understanding of Enterprise Architecture principles and methodology
    • Strong business writing skills in the areas of investment management, governance and/or project management
    • Strong communication, presentation and interpersonal skills
    • In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
    • Excellent customer service skills 

  • Preferred skills:
    • Understanding of how portfolio management, EA, Budget Formulation, IT Project Lifecycle Management and IT Governance integrate.
    • Experience with portfolio management tools
    • Experience with process improvement, strategic planning, change management, and organizational redesign.

  • Other Requirements
    • Knowledge of the client industry, customers, organization, and business objectives as well as problem solving capability.
    • Utilizes knowledge of process improvement, strategic planning, change management, and organizational redesign in determining solutions.
    • US Citizenship and a Secret security clearance is required.
