Alion Science and Technology is looking for a Senior Program Manager with Combined Test Force (CTF) experience to support the F-22 Program Office at Wright Patterson AFB, OH. ,
Candidate shall have the following experience:
- Possess experience with the F-22 or similar systems.
- Experience in identifying and developing mitigation for programmatic risk factors.
- Be familiar with all applicable acquisition guidelines and regulations.
- Understand components/relationships of Contractor, Developmental, Operational, & Live Fire Test.
- Understand Earned Value Management (EVM)
- Provide PM support for efforts that include strategy development, requests for proposal, proposal evaluation, contract negotiation and contractual oversight.
- Be eligible to obtain program specific security clearances.
- Assist in milestone planning, tracking, scheduling, briefing preparation and staff coordination, both pre- and post-award.
- Monitor and execute contractor performance status systems.
- Develop key program metrics and perform periodic reviews to identify potential program deficiencies.
- Develop risk management plans and strategies to monitor prime and subcontractor performance.
- Review and analyze EVM System reports and support the development of future POM inputs.
- Generate artifacts to defend budget requests, update requirements documents, and support the acquisition system.
- Provide support for all applicable F-22 meetings and reviews and provide support for F-22 affordability programs.
- Provide long range planning, scheduling, integration, and preparation for activities supporting operational analysis, program requirements, and acquisition program milestones.
- Interface with contractor, laboratory, headquarters, test, and user communities.
- Provide advisory, documentation, and coordination assistance for the development of responses to higher headquarters inquires, public affairs requests, and inputs to annual reports such as OSD annual reports.
- Liaison with AFLCMC Engine program office on CTF engines.
- Provide support for various contract closeout actions as appropriate.
- Lead the process to transfer/borrow aircraft from ACC to Air Force Material Command (AFMC) for Developmental Test.
Qualifications:
- Secret Clearance
- Ten (10) years’ experience as a Senior PM in weapon system program supporting modernization/sustainment phase
- Ten (10) years of experience in the field of specialized expertise with respect to Department of Defense (DoD) programs.
