Responsibilities/Qualification

 

The Counter Terrorism/Counter-ACCM Program expert is a Subject Matter Expert with the geopolitical and cultural expertise necessary to conduct research, analysis, and assessments to assist in synchronization of the command’s operations, planning, military strategy, and policy development.  A Top Secret clearance with SCI eligibility is required.  Primary place of duty will be at Government offices in Stuttgart, Germany, with travel required on an as-needed basis.

Responsibilities:

  • Conduct research, analyses, and provide recommendations to plan joint SOF operations, Irregular Warfare (IW) operations (to include UW and Resistance operations), Counterterrorism (CT), and Countering Weapons of Mass Destruction (CWMD) from the spectrum of the National Defense Authorization Act (NDAA) and Security Cooperation (SC) authorities. 
  • Provide research, analyses, and recommendation to operational planning, SC planning, military strategy and policy development, requirements and resourcing planning, strategic engagement planning, kinetic and non-kinetic targeting, joint fires, Alternative Compensatory Control Measure (ACCM) coordination, security management, the Defense Readiness Reporting System (DRRS), and the Joint Training Information Management System (JTIMS).
  • Research, analyses, and recommendations shall directly result in thorough and effective strategic and operational analysis for development and incorporation into SOCEUR planning documents that support the GCP-R, GCP-V, FCP-CWMD, the EUCOM Combatant Commander’s Campaign Plan (CCP), EUCOM Theater Campaign Order (TCO), SOCEUR SSCCP, SOCEUR Supporting Theater Campaign Order (SSTCO), SOCEUR Operations Plans (OPLAN), SOCEUR Concept Plans (CONPLAN), periodic Foreign Military Training reports, Annual SC program reports to Congress, the EUCOM Counterterrorism Fellowship Program (CTFP),  Strategic Engagement plans and supporting Strategic Engagement Playbook, SOCEUR Joint Targeting Cycle, ACCM access indoctrination documents and verification tracking documents, daily Security Cooperation coordination and reports, periodic readiness and training assessments, exercise training objectives, and the annual Joint Mission Essential Tasks List (JMETL) review.


Security Clearance

 
  • •        Required: Bachelor’s degree; Active TOP SECRET/SCI clearance; five years relevant specialized military experience; seven years’ of relevant experience as an Industry or other Government Professional in IW/UW, CT, or CWMD operations, or SC authorities.
  • •     Preferred: Former field grade officer or Chief Warrant officer; Master’s degree in International Relations, Political Science, or Related Field.
