Job Description

The Navy Continuous Training Environment (NCTE) Cyber Security Engineer, Sr. is responsible for ensuring cybersecurity compliance by analyzing and testing systems, applications and networks, while providing diagrams and technical artifacts used within Accreditation and Authorization (A&A) packages. The Information Systems Security Officer will process A&A packages and its associated deliverables. This includes system categorization, control selection, SAP creation, system testing and RAR development. The ISSO will track the package development process and act as the project manager for the package development process overall. The ISSO will track accreditation follow on actions and record status on package POAMs. The Information Systems Security Officer will process package update in accordance with the NAO Use Case Memo.

Duties and Responsibilities

The Engineer will observe the documentation and practices of various engineering disciplines to develop a skillset that can be used to create engineering Deliverables for A&A packages. The engineer will create and update A&A Engineering deliverables with moderate direction from senior engineers. The engineer will assist in creating concept of operations (CONOPS), disaster recovery plans (DRP) and business continuity plans.  The engineer will provide assistance updating and maintaining information on:  accreditation boundary diagrams, hardware and software assets, ports protocols and services and cross domain solutions. The engineer will perform assessment of 8500.2/800-53 r4 Information Assurance Controls and POA&M’s indicating when open items will be addressed.  The Engineer will remain up to date on the latest DISA STIGS (Security and Technical Implementation Guides), HBSS and ACAS practices. The engineer's deliverables will meet the standards of the NCTE Information Assurance Managers and Sr. Engineers expectations.

Knowledge, Skills and Abilities

* Strong understanding of IT Security and Network Security concepts

* Strong understanding of the RMF process  

* Strong understanding of IP networking fundamentals including OSI model        

* Strong understanding of LAN and WAN networking design, equipment, and transport topologies including VLANs, and IPv4 subneting     

* Knowledge of common enterprise network service implementations and network architecture principles

Education and Experience

Bachelor’s degree and 5+ year’s demonstrated experience in Cybersecurity Engineering or IT or 10+ years demonstrated experience in Cybersecurity Engineering or IT.                                                                                                                                                                                                                                                                                   

Security+ Certification/CISSP Preferred                                                                                                              

Experience with Microsoft office tools

Excellent oral and written communication skills 

Experience managing and administering Windows, Network or Linux IT services         

Strong Experience working with technical documentation                                                            

Ability to understand visuals/documentation of overall systems and document technical solutions.   

In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
