Program Overview:

The Alion Intelligence, Surveillance, and Reconnaissance (ISR) Group is hiring a Senior Program Manager (PM) to fill the Deputy Program Manager position for the GSA OASIS/FEDSIM Joint Capabilities Embedded Technologies Insertion and Integration (JCETII) Program Management Office (PMO).

The JCETII Task Order is one of Alion’s largest contracts awarded in Alion history, $800M plus ceiling over five years. The Task Order supports the Remote Sensing Center (RSC)–National Capital Region (NCR) and its mission partners to enhance and expand existing ISR capabilities. Specifically, this Task Order supports technical, engineering, and subject matter expertise projects to refine, extend, and evaluate ground, maritime, and airborne Intelligence, Surveillance, and Reconnaissance (ISR) systems, as well as to support ISR enrichment to other sensors and integrated cyber operations activities. The Task Order also focuses on integration and testing and evaluation of emerging embedded technologies, across the applicable and appropriate ISR systems, to include required communications, cyber security, and information assurance capabilities.

The RSC-NCR’s mission partners include DoD Combatant Commands/Services/Agencies performing ISR in support of Special Operations missions and capabilities.

The JCETII PMO is responsible for all Task Order delivery requirements. There are currently ninety (90) + individual projects, across multiple mission partners in the DoD and Intelligence Community, that have been awarded to Alion.

The Deputy PM, in close coordination with the JCETII PM, are responsible for Task Order management, deliverables, financial, compliance and communication to stakeholders. Specific, knowledge, skills, abilities and area of responsibilities include, but are not limited to:


• The selected candidate will work directly with and in close coordination with the JCETII Program Manager, Alion management, Alion functional support personnel, and project managers.

• The selected candidate will support Alion business development efforts.

• Candidate will require strong customer service orientation with a collaborative team mindset.

The DPM shall provide management, direction, administration, quality control, and leadership to Alion PMO personnel, project managers supporting JCETII projects and admin support personnel in the execution of this task order.

The DPM will ensure that appropriate training is designed and delivered to PMO personnel, project teams and subcontractors as required.

The DPM interfaces with the FEDSIM Contracting Officer (CO), FEDSIM COR, RSC-NCR TPOC and mission partners on the TO for overall program management.

The DPM will support management and oversight of all Task Order activities performed by a large cadre of Alion / subcontractor personnel, to satisfy the requirements identified in the FEDSIM JCETII Program.

The DPM will support the PM and ISR group senior leadership responsible for the cost, schedule, and technical performance of the company on JCETII from inception through completion.

The DPM will support the PM in prioritizing workloads and determining staffing levels and any adjustments in staffing. Maintain a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities

In conjunction with the PM, the DPM will run PMO meetings as required to monitor project plans to include time and cost estimates, ensure PMO deliverables are delivered on schedule and within funding, identify program problems, risks, and obtain solutions.

Review FEDSIM PMO deliverables for quality. Lead discussions for program reviews and prepares and deliver formal briefings as required.

Establish and maintains effective relationships with PMO team, customer, subcontractors and other outside agencies.

Required Qualifications:

a. TS clearance with SCI eligibility.

b. Bachelor’s degree or higher in the following area: technical, business, operations, or equivalent field and 12 plus years in DOD management experience.

c. A minimum of five years of Special Operations and Intelligence program experience.

d. An active certification in at least one of the following:

1. Project Management Institute (PMI) Project Management Professional (PMP)

2. Program Management Professional (PgMP) certification,

3. Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3,

4. Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.

Highly desired qualifications

a. Experience with GSA FEDSIM and the GSA OASIS contract vehicle.

b. Experience in leadership of complex tasks, including compliance with industry best practices, DoD/GSA/FEDSIM standards and review of deliverables for correctness.

c. Experience planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach for a project or program similar in scope and complexity to this TO.

d. A minimum of five years of experience with oversight of engineering program logistics, as well as managing the program requirements of day-to-day operations of multiple teams in a distributed environment

e. Ten years of experience in DoD intelligence and or C5ISR programs.

f. Excellent communication, presentation and interpersonal skills.

g. Leadership and management skills as evidenced by previous work experience.
