Job Description

We have support numerous DOD agencies to the including the U.S Navy for over 50+ years in areas of RF technology, communications and spectrum management. As the speed of commercial technology change accelerates, the ability for the Department of the Navy (DON) to adapt and keep pace is crucial.  Optimizing mission support to enhance readiness and increase the effectiveness of warfighting is a strategic imperative.

Feeding the innovation cycle requires constant bi-directional communication with stakeholders, excellent long-range planning, top-down investment control, and continual monitoring of programs and solution implementation.

Responsibilities:

In support of the Department of Navy (DON) Chief Information Office (CIO), the successful applicant will participate in and further the modernization of DON infrastructure, innovation and deployment of new capabilities. This individual will also be responsible for leading and engaging in information/data DON management projects including the Enterprise Information Architecture, information models and flows, data dictionaries, data standards, and data quality standards and processes for the DON across the disciplines of investment and portfolio management; planning, programming, budget and execution (PPBE); and capital planning and investment control (CPIC).  This person will recommend improvements to systems that support DON’s investment strategies, selection processes, budget development, and execution performance; and conducting benchmarking against relevant standards.

Requirements

Provides the technical leadership and direction in implementing enterprise information/data management practices.

  • Responsible for developing and maintaining the logical Enterprise Information Architecture that enables seamless information interoperability of systems from transaction systems, document management systems and information delivery systems.
  • Proven experience in developing information architectures aligned information lifecycle management.
  • Proven experience performing conceptual, logical and physical data modeling with data modeling tools and database design in complex, large-scale data environments. Proven experience in transactional data modeling, dimensional modeling and object oriented modeling.
  • Proven experience in developing scalable design of entities using advanced data structures (e.g., tall tables) is a plus. Experience in developing data models that support, inter alia, time dependency, historical tracings, taxonomies (simple and complex), and multilingual data.
  • Knowledge of application modeling languages/techniques (e.g., UML, OML, entity relationship modeling, DFDs) including the ability to create and read the associated diagrams. Proven experience creating enterprise models incorporating master and reference data.
  • Experience in creation of data dictionaries, defining metadata management approaches and governance processes. Experience in developing and implementing IT architecture plans,
  • Enterprise Information Architecture standard and guidelines, software development methodologies and strategic plans.
  • Experience in developing data sharing standards and architecting scalable service oriented solutions. Solid understanding of transaction and information systems, data warehouses, data marts, ODS, MDM methodologies and life cycle as well as ETL and MDM technologies.
  • Ability to reconcile relatively detailed architecture products for NMCI, MCEN, excepted networks, etc that already exist (rather than being tasked to create a new architecture of some sort). IT Asset Management (ITAM) and configuration architecture.
  • Understanding of Network engineering Change management, and IPV6.

Qualifications:

  • College Degree
  • Five to ten years of pertinent experience
  • Good communication skills
  • US Citizenship
  • Secret Clearance is highly preferable
