Job Description

F-35 Core Lead Acquisition Analyst 

We're looking for a F-35 Core Lead Acquisition Analyst to fill one of our requirements supporting the F-35 Joint Program Office in Crystal City, VA.  The F-35 is the premier fighter aircraft on/above the planet and this is an opportunity to work with some of the brightest and most talented acquisition professionals and military officers in the world.  We're building this aircraft for the US Air Force, US Navy and the US Marines as well as numerous international partners and customers.

The Core Lead Acquisition Analyst will ensure successful design and delivery of the three variants of the F-35 Air System Program for the US Navy, US Marine, US Air Force and eight foreign partners and Foreign Military Sales (FMS) participants.  Coordinates and supports GSS on issues of reliability, maintainability, and supportability requirements, effecting vehicle design and sustainment support requirements. 

DUTIES:

Evaluates program documentation to ensure that the needs of the program are consistent with sound business practices and the degree of risk involved.  Synthesizes critical management issues, documentation, and relevant information to support program reviews.

Investigates resource requirements with multi-year acquisition and support plans to provide inputs for the development of POM and budget inputs.  Evaluates the impact of new resource levels, such as budget cuts or increases.  Updates estimates of resource requirements to take into account new or revised objectives, technical capabilities, new acquisition strategies, and other such factors. 

Participate in identification and development of requirements and contractual deliverables to support logistics and sustainment issues on the F-35.

Coordinate as directed with the Primary Weapon System Contractor and other Logistics and Sustainment Teams to develop a single comprehensive Sustainment and Maintenance strategy for implementation of the air system.

Provide Subject Matter Expert (SME) support developing the F-35 Life Cycle Support Plan (LCSP) and F-35 Acquisition Strategy (AS).    

Participate in and / or perform Cost Benefit Analysis (CBA), and Affordability Initiative analysis, development and reviews.  Evaluate CBA studies and affordability initiatives involving depot commercial and/or organic maintenance, repair, or overhaul of systems, sub-systems, and / or components.

Participate in the Source of Repair Analysis Process (SORAP), Depot Maintenance Inter-Servicing Analysis (DMISA) processes.  Develop proposed changes to Service Policy and/or Public Law as required to obtain "best value" depot maintenance and support services for the F-35.

Participate in development of a comprehensive Autonomic Logistics program that integrates with all commercial and organic depot support activities.

Work with the JPO, organic depots and other contractors to develop a plan that provides visibility of depot repair loop status, life limited part tracking/history, TCTD, ECP, deficiency reporting, and product improvement.

QUALIFICATIONS:

Knowledge of government or other contracting environment relating to technical, scientific and analytic services, and identification of new business opportunities.
Knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.
Excellent organizational, communication and interpersonal skills.

Knowledge of fighter aircraft maintenance practices and policies (multi-service).

Knowledge and experience in acquisition logistics processes and the depot logistics support system structure.

Knowledge of the logistics resource and related analytical requirements process.

Knowledge of the full range of products and support services provided by the Navy, Air Force, and Marine depot facilities.
Secret security clearance required.
Master's Degree; 10-15 years' experience or equivalent combination of work and education.

Ability to apply knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.

Excellent communication and interpersonal skills.
