Responsibilities/Qualification

 

Position Summary

The FMS Procurement Manager manages the day-to-day activities related to the acquisition of materials and services required to support Alion and its subsidiaries’ business, including vendor analysis, purchase order award and administration, subcontract information and analysis, subcontract administration, compliance with company policies and procedures and with applicable laws and regulations.

Responsibilities          

  • Reviews and analyzes complex solicitations, budgetary estimates and price proposals from subcontractors/vendors in accordance with labor, taxation, commercial and other applicable laws to determine reasonableness of prices and proposal terms and conditions.
  • Ensures procurement staff’s compliance with procurement and subcontracting policies and procedures in accordance with company-wide policies and procedures.
  • Develops and recommends procurement structures that best utilize staff to achieve long and short-range goals.
  • Establishes and maintains communication with administrative entities involved in the notification and consent process on Government contract requirements.
  • Reviews documentation for all large dollar purchase orders and subcontracts to ensure compliance with industrial and government contract requirements and internal policies and procedures. 
  • Exercises authority to sign contracts, subcontracts, purchase orders, and agreements in accordance with the delegation of signature authority established by Alion management.
  • Assists the Alion Small Business Liaison Officer in the implementation of the small business subcontracting program to achieve specific performance goals for subcontract awards to small businesses, small disadvantaged businesses, woman-owned small businesses, veteran-owned small businesses and HUBZone small businesses, including required reports.
  • Identifies training needs for procurement staff and develops recommended solutions to address those needs.
  • Maintains awareness of changes in government regulations and develops recommendations regarding company policies and practices.
  • Provides advice and assistance in procurement and subcontracting matters to management.
  • Selects, trains, develops, mentors and supervises staff.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelor’s degree in related discipline plus 5 to 7 years of directly related experience in commercial and/or Government related procurement and subcontracting including supervisory/management experience.
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Experience working with foreign military personnel is highly desired.
  • Experience with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) to foreign militaries highly desired.
  • Experience supporting NAVSEA PMS 326 or PMS 325 highly desired.
  • Familiarity and experience with ITAR, FCPA, and other regulations and laws associated with international work is highly desired.

Knowledge, Skills, Abilities

  • Excellent communication, presentation, and interpersonal skills.
  • Knowledge of commercial contract law, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement, and subcontracting.
  • A security clearance of an appropriate level may be required after employment.
