Job Description

The candidate will develop process, policies, and procedures that prescribe and describe to agency stakeholders how information technology management will be conducted within the agency’s integrated portfolio framework.  S/he will develop and maintain a policy tree hierarchy of directives, instructions, guidebooks, SOPs, and other IT management reference artifacts.  S/he will conduct detailed research and analysis and make recommended policy changes.  S/he will maintain archival copies of policy documents consistent with DSCA Records Management requirements if applicable.  S/he will organize policies and issuances to enable enterprise architecture, knowledge management, cybersecurity, infrastructure management, and application development/maintenance functions within the IT organization to collaborate on policy development with the Policy and Portfolio Management Branch (PfM). 

Duties and Responsibilities:

  • Policy
    • Provide DoD policy thought leadership to agency customer base.  Develop, implement and communicate Information Technology (IT) policy, standards, best practices, guidance, and procedures.
    • Ensure that procedures and policies are understood by and assimilated within DSCA or the SC community.
    • Maintain a policy tree hierarchy of directives, instructions, and procedure documents.  Maintain records of IT policy changes and synchronize changes with primary policy artifacts.
    • Develop IT security-related policy briefings, presentations, and white papers for distribution to the Security Cooperation community.
    • Monitor DoD and security cooperation-focused legislation efforts and provide regular analysis to the customer on legislation advancements pertinent to the Security Cooperation mission.
    • Identify gaps in policy and overall IT management guidance and make recommendations to address these areas.
    • Ensure all policy is not contradictory to any DSCA or DoD issuances, guidelines, or objectives. This includes ensuring that policy is both aligned with DSCA and DoD mission and strategy.
    • Compose, maintain, and clarify the IT policies and procedures of the portfolio management branch while ensuring that all updates, revisions, and deletions are recorded and easily accessible.
    • Lead policy development and policy implementation projects that include developing work breakdown structures and policy frameworks.

Qualifications:

  • Active Secret security clearance.
  • 7 years of demonstrated experience in policy development and writing.
  • Bachelors in related field
  • Experience managing tasks/project facilitation and interfacing regularly with senior government clients.
  • Experience establishing and maintaining good working relationships in all levels of an agency, external stakeholders, internal management, and support organizations.
