NWDC Military Analyst Lead (Experimentation Planner)Commander, U.S. Fleet Forces Command (CUSFFC), in coordination with Commander, U.S. Pacific Fleet (CPF) maintains program oversight for the Fleet Experimentation (FLEX) program.  CUSFFC delegates authority and responsibility for the administration, planning, execution, and assessment of the FLEX program to Commander, Navy Warfare Development Command (CNWDC).

The candidate will work as an integral part of the Navy Warfare Development Command (NWDC) N8 Experimentation Directorate and provide Operational Research Analysis of experiments/events conducted as part of the Fleet Experimentation (FLEX) Program and other DOD/DON experiments managed by Commander, Navy Warfare Command (CNWDC). The candidate will be NWDC N8 liaison for Commander, U.S. Pacific Fleet and staff in Pearl Harbor area, Oahu Hawaii.

Alion is looking for a Military Analyst Lead to fill this position.  Desire candidates with experience in fleet operations, test and evaluation, or experimentation planning experience.  Prefer Squadron, Group or Fleet Staff experience; knowledge or experience in all maritime domains (air, surface, and undersea).  Must be medically fit to travel, and ride Navy, MSC, and commercial boats, ships and submarines for short-term experimentation efforts.

The position is required to perform the following tasks:

  • Conduct experimentation event/initiative planning, design, and execution.
  • Develop final experiment reports based on analytical rigor.
  • Develop post-experiment doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) change recommendations.
  • Coordinate with principal FLEX stakeholders.
  • Assist and advise in aligning and coordinating experimentation initiatives with fleet events and venues.
  • Provide technical and tactical subject matter expertise to NWDC government and contractor leads for experimentation events/initiatives.
  • Assist in the development of experiment objectives, plans, and recommended courses of action throughout the event lifecycle.
  • Participate in all phases of experiments including assisting in the execution of the Initial Planning Conference, Main Planning Conference, Final Planning Conference, Execution, and Post Execution activities.
  • Assist in experiment knowledge management using government provided portals or websites for event, initiative and analysis document development.
  • Provide primary analysis support for fleet experiments including war games, tabletop analysis, Fleet Battle Experiments, fleet exercises and experiments, Limited Objective Experiments (LOEs) and joint experiments and exercises.
  • Conduct rigorous concept development analysis and evaluation, including examination of various proposals/positions or tests.

Additional Experience:

  • Retired Navy officer with operational experience in at least one warfare areas (Air, Surface, or Subsurface).
  • Bachelor's degree required, Master’s Degree preferred with at least 8 years of operational intelligence or Operational Level of War Planner experience preferred.  
  • Must have TS security clearance and be eligible for SCI access.
  • Must have experience with Navy Warfare Publications (Tactics, Techniques, and Procedures; and Tactical Memorandums).
  • Must be proficient in MS Office applications and possess advanced writing skills.  Member will draft and deliver briefs and reports for senior officers and executive civilians.
  • Must be able to work in a team and individual environment on multiple projects simultaneously.
