Job Description

Alion Science and Technology is seeking an experienced Program Manager to lead a portfolio of key client-facing projects addressing electromagnetic spectrum operations and aircraft development.  The candidate PM will have relevant experience and working knowledge of USAF and DOD acquisition processes and understand integrating complex hardware and software aspects of major weapon systems.  The candidate PM will integrate multiple disciplines including DoD acquisition management in the current framework, systems engineering for major weapon systems, project finance and cost control, and business operations management.  The candidate will lead communications with Alion’s Air Force customers and subcontractors within assigned programs and ensure business performance and client satisfaction. 


  • Responsible for the cost, schedule, and technical performance of the team on assigned programs from inception through completion. 
  • Conducts project meetings and is responsible for project tracking and analysis.
  • Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
  • Provides technical and analytical guidance to project team.
  • Develops and monitors program plan and ensure adherence to quality standards and reviews project deliverables.
  • Responsible for forecasting revenue throughout the fiscal year and will measure performance IAW the planned forecast. 
  • Will be able to address cause of cost and schedule variances and mitigation/resolution of those variances.
  • Leads technical and programmatic discussion for project reviews. 
  • Prepares and reviews input to major technical reports, status reports, white papers, and formal briefings.
  • Develops new business or expands business with the customer. 
  • Coordinates preparation of proposals, business plan, proposal work statements and specifications, operating budgets, and financial terms/conditions of the contract.
  • Based upon own ideas, prepares unsolicited white papers to secure new projects or the expansion of ongoing project activities that involve support of other staff members.
  • Prepares or coordinates the preparation of complex proposals with contributions from several activities.


  • Bachelor’s Degree in a relevant technical and/or management curriculum and have at least 10 years of relevant experience in the DoD acquisition domain. 
  • Direct experience with project financial management processes and tools
  • Demonstrated command of engineering principles, systems engineering processes, methods, and techniques in more than one area of expertise.  Knowledge of EMS systems is preferred.
  • Advanced knowledge of relevant tools, equipment, hardware, and software.
  • Effective customer and organizational level communication, presentation, and interpersonal skills.
  • Able to supervise, manage, support and evaluate personnel.
  • DAWIA certification in Program Management and/or Systems Engineering are definite advantages. 
  • Master’s degree preferred.  

Travel anticipated:  25%

Must have an active TS/SCI clearance to qualify for this position
