Job Description


Alion is looking for a Training Analyst to support PMS 339 in planning, developing, and documenting Manpower, Personnel and Training (MPT) Requirements for Navy Surface Ship Programs in the Fleet Introduction Training (FIT) division. Provide program management and technical analysis for the integration of MPT/FIT requirements for the CG/LSD Modernization Program, DDG 1000, DDG 51, LHA, ESB, LPD 17, and LX(R) Class to include FEAs, ROC/POE, PSMDs, POM Issue Papers, CSPP validations, and Training Plans.  Perform enterprise-wide horizontal integration planning for MPT/FIT requirements and training solutions that are aligned to Fleet requirements.

Duties and Responsibilities:

Develop briefs, white papers, program plans, and recommendations to government senior-level staff.  Leads and/or participates in working groups, program development forums, analytical activities, Integrated Product Teams (IPTs), training, education and other forums as required to accomplish contract requirements. 

Responsibilities include review, assessment, and development of various MPT products and processes to include:

  • Front End Analysis (FEA)
  • Manpower Estimate Report (MER)
  • Billet Training Profiles (BTP)
  • Navy Training System Plan (NTSP)
  • Crew Scheduling and Phasing Plan (CSPP)
  • Preliminary Ships Manpower Document (PSMD)

Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

Maintains and complies with security procedures in the performance of duties.

May provide direction, training, and assistance to other project staff, as an expert in a particular field of endeavor.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in Engineering, Computer Science or a related scientific discipline plus 3 years of relevant work experience.

In some cases, educational requirements may be adjusted or waived for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

An Active Secret Security clearance is required for employment.

  • Intermediate level knowledge of Microsoft Excel is required.  Must be able to:
    • Create, Modify, and format charts.
    • Filter data and manage a filtered list
    • Use mathematical, logical, statistical, and financial functions
    • Create and modify some Macro commands
  • Intermediate level knowledge of Microsoft PowerPoint required.  Must be able to:
    • Create a template and work with a Design template
    • Work with the Office Suite to create slides from an outline.
    • Use AutoCorrect and the Style Checker
    • Build interactive presentations, using hyperlinks, creating interactive objects, working with Slide Show options.

A basic understanding of Navy manpower and training definitions, features, and fundamental characteristics is essential.
