Position Overview

Alion Science and Technology is seeking an Senior Consultant who has or will develop technology and market insight into one or more of the National Security Innovation Capital’s (NSIC) areas of focus: quantum devices, small drones, batteries and portable power systems, space technologies, and rare earth elements technologies, among others. The Senior Consultant will enhance or develop NSIC’s market map and investment strategy for selected areas of priority. The Senior Consultant will act as the program manager for funding projects in which NSIC negotiates development contracts, grants, loans or loan guarantees with selected technology startup companies.  The position requires strong technical evaluation skills across a potentially broad range of technologies as well as market and business analysis skills. A successful Senior Consultant will need strong judgement, an analytical mindset, sound collaboration skills, a pragmatic approach to problems-solving, and the ability to thrive in an oftentimes ambiguous, entrepreneurial environment. The position will be based in Mountain View, CA, with expected travel of 10%.

Job Responsibilities

  • Develop a market map and investment strategy for each of several technology areas of priority interest to NSIC in line with defense modernization priorities
  • Work with DoD/Government components to identify and document areas of future interest and need for hardware technologies and products to address DoD strategic priorities
  • Establish and cultivate relevant contacts in the venture capital and startup worlds with respect to the selected priority areas
  • Develop or utilize analytical and due diligence tools for the evaluation of potential funding projects
  • Perform independent reviews and technical assessments of startup technologies and their potential commercial and defense applications and recommend for investment companies which address the relevant investment strategy
  • Lead project teams to negotiate and close funding relationships
  • Maintain contact with the companies which NSIC has funded to ensure the goals of the projects are met and support the success of the portfolio companies.
  • Participate in milestone reviews, testing, and simulations, as appropriate
  • Prepare program updates, white papers, technical papers, briefs, and meeting materials
  • Participate in key intra- and inter-agency meetings
  • Other duties as assigned



  • Bachelor’s degree in electrical engineering, mechanical engineering or materials science
  • 10+ years of relevant work experience in technology product development
  • 1 or more years of experience in business or market analysis in a product development company, investment bank, private equity or venture capital firm
  • Ability to work independently and communicate effectively with both government and industry representatives
  • Ability to perform in a collaborative work environment with proactive team members while maintaining professionalism and a positive attitude towards colleagues, counterparts, suppliers, and partners
  • Eligible to achieve Top Secret (TS) clearance - US Citizenship Required


  • Master’s degree (or equivalent) in an engineering/scientific field
  • Experience in product development in one or more technology startup companies
  • Active TS/SCI clearance
  • Ability to balance out-of-box innovation mindset and government procedures across functions
