Position Summary

Under general supervision, provides acquisition support to NAVSEA by coordinating the flag-level approval of required documentation for complex acquisition requirements, and, developing acquisition plans and requests for proposals (RFP) for US Navy surface ship modernization, availabilities, and contracting projects. Works with SEA21 Acquisition Director and team to determine procurement strategies to effectively meet SEA21 program needs in accordance with cost, schedule, and technical requirements.

Duties and Responsibilities           

  • Develops required documentation in support of the NAVSEA 21 acquisition planning efforts for maintenance, repair and modernization of non-nuclear surface ships, including US Navy cruisers, destroyers, and amphibious class ships.
  • Develops procurement initiation documentation, including request memoranda, Statements of Work, supply lists, personnel qualifications, justifications, and modifications. 
  • Tracks and monitors the writing, proofreading, coordination, and routing for flag-level approval of acquisition documents, including:  acquisition plans (AP), source selection plans (SSP), solicitations and request for proposals (RFP). 
  • Performs budget analysis and develops budget spreadsheets in support of each Availability. Continues to track budget information throughout the acquisition process, and updates spreadsheets as necessary prior to Contract Award. 
  • Develops and maintains an Acquisition binder for each Availability and updates as necessary until Contract Award. 
  • Conducts financial trend analysis, life cycle acquisition tracking, including data entry, file maintenance, and data retrieval and reporting functions. 
  • Coordinates entry of purchase requests (PR) into the Standard Procurement System (SPS), in support of the solicitations and request for proposals (RFP).
  • Supports SEA21 customers in the analysis and improvement of acquisition process policy and procedures.
  • Provides support to upper management in acquisition planning, solicitations for services, contract development and award, due diligence and other business development or alliance development projects.
  • Participates in meetings with SEA21 acquisition team.
  • Prepares documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.
  • Prepares and presents formal briefings and staff seminars.
  • Demonstrates a high level of attention to detail. 
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelor’s degree in related discipline plus 2 to 4 years of directly related experience in a government administrative or contracting environment. 
  • Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • An Active Secret Security Clearance is require for employment.

  • Ability to apply knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.

  • Intermediate Microsoft Excel Skills:
    • Create, modify, and format charts.
    • Use graphic objects to enhance worksheets and charts.
    • Filter data and manage a filtered list. 
    • Perform multiple-level sorting, use sorting options, and design considerations.
    • Use mathematical, logical, statistical, and financial functions.
    • Group and dissociate data and perform interactive analysis.
    • Create and modify some Macro commands.
  • Intermediate Microsoft PowerPoint Skills:
    • Create a template and work with a Design template.
    • Work with graphics, animation and multimedia, inserting movies and sound.
    • Work with the Office Suite to create slides from an outline and send slides to Microsoft Word.
    • Customize PowerPoint toolbars and automate the slide production.
    • Use AutoCorrect and the Style Checker.
