Job Description

The Navy Integrated Training Environment (NITE) Operations Manager (Quality Assurance/Safety Evaluator Manager/Task Order) manages, plans, and coordinates the NITE ISO 9001:2015 compliant Quality Management System (QMS), the OSHA-compliant occupational health & safety (OHS) program, and the environmental awareness and compliance program policies and procedures of the organization in accordance with customer guidance. Executes audit and inspection programs/schedules to document conformance to NITE Tier I-IV QMS documentation and maintains the Master Documents Library and Quality Manual. Establishes schedules and processes to meet contract deliverables. Monitors and evaluates the workplace from an OSH perspective to ensure compliance with governmental regulatory agencies and the NITE OSH Plan and related documentation. Designs and directs safety training programs to reduce accidents, occupational illnesses, and exposure to long-term health hazards. Develops worker plans and policies for new employee safety orientation including skill training, emergency preparedness, proper job instruction, hazardous material disposal procedures, and the use of protective equipment. Studies, identifies, and reports causes of past accidents and develops recommendations and follow-up to prevent accident recurrences.

The Operations Manger (Quality Assurance/Safety Evaluator Manger/Task Order) works with client and with other managers and staff throughout the organization to ensure the ISO 9001:2015-compliant Quality Assurance (QA) system is functioning properly and where appropriate, advises stakeholders on changes and their implementation and provides input on training, tools, and techniques to enable others to achieve quality outcomes in accordance with the ISO 9001:2015 and the QMS documentation.


  • Requires a Bachelor’s degree in management or related degree. A Master’s Degree in a related field is a plus. In some cases, educational requirements may be adjusted for applicable work experience.
  • Typically requires 5 years of experience in the related area. 1 to 3 years supervisory experience may be required.
  • ISO 9001:2015 Certification a plus, OSHA 30 Certification a plus, ISO 14001 familiarization a plus.
  • Experience supporting a DOD Government Contract highly preferred
  • Comprehensive knowledge of quality assurance and continuous improvement concepts, procedures, processes, best practices, and industry trends
  • Effective management, interpersonal and communication skills applicable to various levels of organizational management
  • Must currently hold and be able to maintain a US Secret security clearance.

Knowledge, Skills and Abilities:

  • Within customer direction, coordinate the development of a comprehensive quality improvement plan for NITE/Alion practices in accordance with QMS documentation.
  • Implement the quality improvement plan to achieves self-correcting performance through individual and team efforts to improve quality contract performance metrics.
  • Perform organizational safety reviews and lead initiatives to improve both system-level and Program-level safety.
  • Monitor and conduct internal audits program of all elements of the contract including safety programs for compliance and conformance with company standards and best practices through developing and implementing on-site inspection and monitoring programs
  • Familiar with OSHA federal and state regulations and EM 385-1.
  • May conduct QMS audits/inspections and conduct on-site OSHA incident investigations; prepare root cause analyses.
  • Strong knowledge of ISO 9001/ Quality Management Systems (QMS) experience highly desired
  • Familiar with quality tools Lean Six Sigma, 5-whys, Ishakawa Diagram, etc.) is a plus
  • Manages geographically dispersed subordinate staff through a matrixed management approach in the day-to-day performance of their jobs.
  • Ensures that project/department milestones/goals are met and adhering to approved budgets and customer contract deliverable schedules.
  • Excellent project management skills and the ability to drive performance from all areas within their responsibility
  • Demonstrates understanding of business as it relates to risk management issues
