Job Description

OTAs are exploding onto the scene and quickly becoming contracting mechanisms of choice for many DOD and non-DO agencies. Alion seeks a leader to be our OTA Senior Account Director to champion the company’s OTA strategy and execution. This individual must be, by their inherent nature, a self-starter, self-motivated, and entrepreneurial. Must possess 15+ yrs. of experience in U.S. Federal Government services/solutions, and highly skilled and successful with Customer Relation Management, Program/Contract-level Management, opportunity/pipeline development and qualification, as well as capture and proposal management. The incumbent will be the single point of responsibility, authority, and accountability for all OTA consortiums, groups and industry leads.  Function as Alion’s SME on OTAs, manage/perform general BD activities, to include capture and proposals. Requires knowledgeable, hardworking leadership that works collaboratively with all stakeholders, while being diplomatically aggressive to do develop a winning strategy with internal stakeholders. Duties and Responsibilities

Proactively work with Operating Groups leadership, key program managers, and business development leads to identify opportunities to leverage OTAs for new business as well as to deliver innovative solutions to existing customers to “keep it sold.”

Drive pipeline development for OTA-related initiatives and work collaboratively with business development teams to manage and execute pipeline.

Maintain an ongoing pipeline of white papers submitted to OTAs for consideration.

Serve as the chairperson for the internal Alion Community of Interest (COI) working group that will meet at least once a month to communicate, coordinate, and cooperate on items of importance.

Serve on OTA, Consort and Industry Panels and Advisory Groups, leading when possible

Identify, research, analyze, all customer information in all formats from any source to gain true understanding and insight into the org/leaderships culture, practices, dynamics.

Makes recommendations to change our people, processes, and systems to ensure our CONOPS aligns with/addresses customer needs/wants/procedures.

Developing and maintain any necessary CONOPS to effectively manage/use the OTA to best suit the requirement, while considering follow-on opportunities.

Provide training materials advice and assistance to internal users in terms of options, CONOPS, etc.

Maintain Alion’s internal BD site(s) with up-to-date information on purpose, objectives, and use of OTAs

Crosswalk the customer org to competitors in terms of org entities support by which contracts and other relevant strategic dimensions (e.g., key relationships, pricing history, etc.)

Performs additional duties and responsibilities as assigned

Qualifications  

Education and Experience

Specific experience and success with existing OTAs is a requirement. Experience with any or multiple OTAs in Alion’s portfolio is highly desired. Our current OTA participation includes: NSC, C5, CEED, TREX, SOSSEC, SCEC, CWMD, NAMC)

4 yr. college degree in business or technical discipline required, with a Master’s degree highly desired

16+ yrs.  minimum generalized experience in U.S. Federal Government services/solutions industry.

Knowledge, Skills, Abilities

Expert knowledge of U.S. federal Government services/solutions contracting/buying practices, contract project management and capture and proposal management.

The ability to effectively move between leadership styles/needs from collaborative and inclusive to decisive and directive.

Ability to build and lead diverse teams, both large and small, through the full business development cycle.

The ability to lead/mange individuals and to keep them focused on the bigger picture, vs. a singular functional perspective, and interpersonal dynamics.

Willingness to be hands on and work hard, including research, analysis, and writing.

A balanced skill base of analytical capability, creative intuitiveness, and common sense.

Excellent oral and written communication skills, especially at an executive briefing level.
