Job Description

Alion Science & Technology is seeking to fill a critical role for a Price-to-Win Manager. This position is temporarily authorized for remote work. This position is based out of our Fair Lakes, VA office, and will require individuals to be local to the Northern Virginia area. This position will report to the Vice-President of Pricing Solutions and will manage a team of PTW and Competitive Intelligence Analysts. The ideal candidate will have an excellent understanding of strategic pricing levers of government contracts, expected competitor pricing tendencies and customer award behavior.  It is expected of the PTW Manager to be a player/coach, mentoring and leading a team of analysts while individually managing PTW efforts of select corporate priority bids.

Duties and Responsibilities

Manages team of PTW and Competitive Intelligence Analysts; hires and trains new staff as required.

Assigns and distributes work projects and provides guidance and advice to the team

The PTW Manager is responsible for market research, data compilation and analysis to provide reasoning of historical and expected competitor bid behavior, customer award tendencies, and customer budget/IGCE research

Lead and develop price strategy in tandem with operations, including strategy conceptualization, financial/cost/price modeling, and PTW target implementation into government pricing model to achieve highest level win probabilities

Own, contribute to and expand internal knowledge repositories and databases on competitors and customers.

Reads, comprehends and explains RFPs and prepares clarifying questions related to strategic pricing

Work closely with the capture and proposal team to ensure critical competitors are adequately represented in the PTW model

Performs advanced analysis, modeling and what-if analysis for management decision making

Performs additional duties and responsibilities as assigned

Education and Experience

Bachelor’s degree in Finance, Accounting, Economics, Business Operations, or Business Administration plus 10-15 years of experience in pricing/proposal development or a Master’s degree and 8 years of experience.  Also, a minimum of 5 years demonstrated management experience.

Knowledge, Skills, Abilities

Strong analytical skills - data analysis, market research, pricing, and planning

Strong knowledge of all types of contracts (T&M, CPAF, CPIF, CPFF, FFP), PTW techniques, and savvy on government contract business and financial models

Excellent communication and interpersonal skills.  Can confidently brief executive management in a professional and articulate manner

Expertise in MS Excel; Proficient in MS Word and PowerPoint

Attentive to detail, highly organized, maintains complete and orderly files

Ability to work in a fast-paced environment, with multiple deadlines and competing priorties, and respond to urgent requirements

Strong analytical/critical thinking; consultative problem-solving; flexibility; and effective organizational skills

Is a self-starter and works with minimal direction and/or oversight
