By leveraging US Government pricing and subject matter expertise, the Pricing Analyst, Principal provides cradle to grave support for all proposal pricing activities on high visibility procurements.

Duties and Responsibilities:

Determines material, labor and/or overhead costs relating to contractual efforts.

Develops labor and material costs based on request for proposal (RFP) data.

Performs advanced analysis and modeling to perform various “what-ifs” that improve competitive position and/or profit.

Performs all activities required to prepare fully compliant and competitive cost and pricing including establishing and coordinating schedules.

Analyzes specifications, and calculates production costs using labor and material pricing schedules and historical data.

Collects cost data from functional representatives, subcontractors, and vendors.

Computes cost estimates of raw materials or subcontracted work and labor.

Interfaces with the capture manager, proposal writers and technical personnel in the preparation of the cost proposal.

Complies with Alion’s Cost Estimating Manual in the performance of job duties.

Prepares cost reports and presents findings to management, contract personnel, proposal analysts, customer representatives, price auditors, vendors, and subcontractors.

Facilitates pricing reviews and provides pricing guidance to proposal and capture teams to ensure that pricing strategy is completed in accordance with disclosure statements.

May review FOIA data and de-briefs to determine competitive pricing.

Maintains current knowledge of relevant regulations, laws and best practices.

Provides guidance to less experienced Pricing Analysts.

Performs additional duties and responsibilities as assigned.

Education and Experience:

Bachelor’s degree in related discipline plus at least 10 years of directly related experience in pricing/proposal development or a Master’s degree and eight years of experience.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

Knowledge, Skills, Abilities:

Expert knowledge of the FAR, DFAR & CAS.

Strong knowledge of all types of contracts T&M, CPAF, CPIF, CPFF, and FFP.

Excellent communication, organizational and interpersonal skills.

Proficient with Microsoft Excel, Word and PowerPoint.
