Position Summary

Alion Science and Technology is seeking a Principle Consultant, for the Human Systems Portfolio, within the Defense Innovation Unit (DIU). The goal of the DIU is to better position the Department of Defense (DoD) to be more open to the infusion of non-traditional technical ideas and talent, and to accelerate the adoption of advanced commercial technology to DoD, transform its capabilities, and strengthen the national security innovation base.  The incumbent supports the USD(R&E) and Secretary of Defense in DIU. The Secretary of Defense announced the creation of DIU as a signature part of his and the Defense Department's outreach to build bridges with America's innovative technology community. It is a first-of-its-kind unit for the Department, staffed by some of DoD's best technologists, active-duty, and reserve personnel. It sits in the heart of Silicon Valley to help the Department access leading-edge technologies, and the start- ups and entrepreneurs behind them. This position will be based in Mountain View, CA with expected travel of 10%.

Duties and Responsibilities

The principal consultant will identify DoD problems that could be solved by commercial human systems solutions. The principal consultant will design, lead, and manage DIU prototype projects leveraging Other Transactions and related authorities. The consultant will build relationships with critical segments of Silicon Valley and commercial technology developers, to include tech entrepreneurs, startups, venture capitalists, and academics. Key responsibilities and requirements include:

Business Development

Identifies DoD problems that could be solved by emerging technology in the commercial medical and defense industry, to include (but not limited to):

• Warfighter performance enhancement/augmentation
• Accelerated training, knowledge & decision making
• Predictive health/Clinical decision support
• Virtual/Augmented reality
• Threat awareness and warfighter resilience
• Biotechnology

Project Management

• Creates and leads collaborative teams of DoD and commercial entities partnered to successfully deliver commercial solutions to DoD customers.
• Manages the relationships between DoD customers and commercial entities required for successful program execution.
• Develop program goals, milestones and plans for implementation collaboratively with DoD entities, customers, and program offices.

In addition to the above the candidate should be able to:

• Distill and communicate a variety of complex issues for a range of stakeholders including:
  • Technical
  • Military
  • Commercial
  • Policy
• Have familiarity with military, commercial and policy ecosystems
• Have awareness of commercial technology companies as they pertain to the general field of human systems and to the project-specific focus areas.
• Have proficient computer skills, especially where it concerns content creation applications.
• Negotiation training or experience negotiating commercial and DoD contracts.
• Excellent interpersonal skills and a record of creativity and innovation

Education, Experience, and Clearance

• Bachelor’s degree in corresponding technical or policy related field and no than a combined total professional  experience of 12 years of related experience.
• Ideally we prefer a candidate that has completed or is in the process of completing a  Master's of Business Administration (MBA)
• 3-5 years of relevant work experience in a healthcare, biotech, AR/VR, decision support, human performance optimization, or related technologies.
• Have at least five years of business development and project management related experience.
• Top Secret level clearance
