Job Description

The Associate Procurement Analyst will support the Program Management Office (PMO) in executing government customer requirements.  This position will support day-to-day management of equipment purchasing for the Prime contractor and will work with vendors, contractor and customer leads to ensure proper priority of equipment purchases in order to meet delivery requirements.  Purchase will include short turnaround requirements as well as long term large scale purchases.


Under the direction of Alion’s PMO:

Execute quick turnaround, high priority purchases of various types.

Coordinate and communicate with vendors, procurement manager, lifecycle manager, engineering department and logistics to ensure purchase orders are issued according to priority and all equipment is delivered on time.

Create and submit for approval, Pre-Award PR and Award PR.

Create and submit for approval vendor comparison spreadsheets

Work with vendors, procurement officer and logistics to resolve issues regarding equipment delays, incorrect parts numbers ordered, PO numbers not included on packing slips and any other issues.

Ensure all information pertaining to equipment purchase orders is tracked and available to teammates for review.

Provide requestor with ETAs and tracking information when available.

Review, approve, and track payment of vendor invoices.

Provide inputs for PMO deliverables and meetings.

Performs complex analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of a program or programs.  Acts as a key technical expert on financial analysis issues.

Coordinates interdepartmental development of procurement plans and interfaces with vendors and customers as required.

Monitors and reports performance against plans to ensure that contractual cost and schedule objectives are met.

Monitors the status of financial accounts, ensuring that task order charges accurately reflects costs incurred.

Monitors spending versus plan and notifies management promptly of any over runs/under runs.

Prepares financial reports, statements and estimates that are provided to the Government to ensure effective management.

Coordinates, negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements. Interfaces with top management, responding to their requests for financial data.

Resolves reporting and compliance issues.

Works under only very general direction.

Education and Experience

Bachelor’s degree and 0 – 2 years of relevant work experience; 4-6 years of relevant work experience may be substituted in lieu of a Bachelor’s Degree. 

Knowledge, Skills, Abilities

Microsoft Office Suite; must be proficient in Excel

Online Purchasing Software - preferred

Must be a US citizen, currently hold or able to obtain and maintain a Secret security clearance
