Job Description

Alion's Intelligence, Surveillance, and Reconnaissance (ISR) group is seeking a Lead Program Management Analyst to support the largest task order in Alion history.  The task order supports the Remote Sensing Center (RSC)–National Capital Region (NCR) and its mission partners to enhance and expand existing ISR capabilities. Specifically, the Department of Defense (DoD), Non-DoD Federal Departments and Agencies, and the Intelligence Community needs to mitigate asymmetric threats in support of tactical elements deployed in various Areas of Responsibility (AOR).  This includes projects to develop, demonstrate and evaluate platform cyber systems, weapon systems and communication mission systems used for information collection and dissemination in order to detect, identify, assess, exploit or neutralize threats to the U.S. and its interests. The threats are not limited to counterintelligence, but include cyberwarfare, cyberterrorism and protection of critical infrastructure.  Many of these projects require an extremely fast turn-around to meet mission schedules and objectives and include requirements for logistics management and integration services for the US Government at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.

Position Summary

Under immediate supervision, performs a variety of project administration support services involving data review, reporting, project coordination, budget review, and other related duties in support of the PMO Manager, Task Order PM and Deputy PM. 

Responsibilities

The Program Management Analyst will be responsible for all or any combination of the below tasking together with the PMO Program Manager:

Involved in one project or numerous projects.

Responsibilities include a wide range of duties involving initial job planning, scheduling of time, scheduling of materials, coordination of subcontractors, monitoring of job progress, analysis of changes, and problem solving.

Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program.

Monitors performance reports against plans to ensure that contractual, cost and schedule objectives are met; arranges modifications as required.

Provides support to multiple Project/Program Managers in planning, managing, and monitoring projects through its life cycle.

Works with the Project Management Office to ensure contract level CDRL’s are created and delivered on time.

Works on overall project planning through reporting on project cost, schedules and deliverables.

Briefs management on the status of action items and metrics to track contract performance.

Assists with preparing formal briefings and staff seminars.

May assist in writing narratives for reports. Monitors project timeline; tracks document submissions; creates, monitors and maintains audit files. Identifies, communicates and resolves risks. Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project.

For program compliance, designs and implements procedures to fulfill project objectives and criteria; may prepare memorandums; quad charts, weekly summaries, monthly reports and other documents as required.

Evaluates and monitors the performance and efficiency of programs to ensure that program implementation is on target.

Performs additional duties and responsibilities as assigned.

Responsible for the performance small non-technical projects or a definable portion of a larger program of which domain area is of a non-technical nature, such as budgets, procurement, technical writing, supply chain management.

Ensures adherence to quality standards and reviews project deliverables.

Manages the integration of vendor tasks and tracks and reviews vendor deliverables.

May assist in the management of PMO staff at an entry level in management of such under the close supervision of the Program Director.

May manage one or more projects. 

May participate in the development and execution of budgets, sales and marketing plans and other strategic tools.

Participates in driving initiatives for achieving established objectives.

Assists in the preparation of Standard Operating Procedures, Protocols and other technical documentation.

Provide coverage for supervising PM while they are out of the office.

Excellent communication and interpersonal skills.

Good organizational skills.

A TS clearance with SCI eligibility is highly desirable but can be obtained after employment.


Education and Experience

Bachelor’s degree required.  8 years directly related experience working in support of a Program Manager in the DoD setting is preferred. In some cases, work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

CAPM or PMP certification desired, willing to obtain

Experience with OASIS, RSC, GSA and FEDSIM contracts a plus

Strong Excel, Word, SharePoint and MS Project skills desired.
