Job Description

Provide support to the Real Time Control Systems (RTCS) organization within the Army's Ground Vehicle Systems Center (GVSC), the Research & Development center for all things US Army ground vehicle related. RTCS's mission includes the control of engine systems in military vehicles, which are primarily diesel engines running off JP8, a kerosene based fuel derived from Jet A-1 which unlike diesel fuel does not have a cetane rating requirement, so can be quite variable in performance in a compression ignition engine.

This Program Management position requires a person capable of simultaneously overseeing multiple projects, and maintaining control of project cost, schedule, risk management, and ensuring technical objectives and deliverables are met. The ideal candidate is comfortable and proficient at organizing, leading, and controlling the agendas of virtual and in-person meetings, conferences, and reviews. This position requires significant coordination between government customers and contractor personnel, and requires a genial and persuasive personality. This position requires significant experience with MS Project and the ability to oversee / coordinate multiple projects simultaneously.

Other position responsibilities include:

  1. Prepare for and lead all project/customer meetings.
  2. Prepare for and lead all project design reviews.
  3. Maintain and communicate the project’s schedule.
  4. Lead programmatic tasks/actions and requests for information.
  5. Understand/create/maintain/disseminate/communicate the project plan/status, project tasks, project action items, and project budget to the customer, RTCS, and industry partner (as appropriate) teams.
  6. Per the project schedule and project plan, monitor the RTCS team's progress.
  7. Keep an eye out for any problem items/areas that need attention and report them to the government customer.
  8. Reach out to the RTCS technical team, as necessary, for information.
  9. Allow the government RTCS technical team to focus on the technical work as much as possible by performing the administrative program management work.

This position will perform formal tracking of the various projects, to include:

  1. a list of who is involved in the project (all stakeholders) and what will be their position and responsibilities within the project will be
  2. the project scope of work
  3. the task list with status
  4. conflict management (identify how conflicts between the working level teams will be handled and escalated)
  5. the project's schedule/timeline
  6. the Rolling Action Item List (RAIL) that identifies action items, who initiated the action, who has the action, assigned & due dates, and the action's status.
  7. aligning deliverable dates and milestone criteria (dates and entrance/exit) with the customer
  8. an "issues" list that have resulted in delays/deviations from the original plan along with any corrective actions to address the delays/deviations
  9. a spreadsheet that keeps track of the budget for equipment and resources


The ideal candidate has a technical background, DoD experience, and a current security clearance.

Bachelors Degree plus 5 to 7 years experience

Masters degree plus 3 to 5 years experience

PHD plus 0 to 2 years experience
