Position Summary

Program Manager / Scrum Lead manages a developed or mature program with well-defined program plans and delivery methodologies. The program serves a single customer and represents a single product line requiring minor coordination of program requirements across product lines.  Program is contained at a single domestic location.  Several business functions (such as engineering and manufacturing) are represented by the employees assigned to the program. Program involves established technologies using standard principles, theories, concepts, and techniques to provide solutions to a variety of technical problems.  Long-range financial forecast is expectation for stable growth with projected incremental sales increases.

Program Manager / Scrum Lead is responsible for general oversight of the task order completion, and provides technical support and direction to meet targeted customer outcomes.

Duties and Responsibilities

Manage team to promote available GEOINT capabilities/services and provide advanced support to mission partners' needs, by provisioning and sustaining the needed outreach, communications, training, collaboration, aid, and onboarding into the GEOINT Services Dev/Sec/Ops pipeline activities.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems and obtains solutions, and prioritizes workload and determines staffing levels and any adjustments in staffing. 

Represent company to government on all contract matters relating to daily operations of the task order.

Provide general oversight of the task order completion for tasks including, but not limited to, Customer Engagement, Development Experience, and Dev/Sec/Ops.

Be available eight (8) hours per day within the period, Monday thru Friday, except Federal holidays or when the Government facility is closed for administrative reasons.

Provide technical support and direction to meet targeted customer outcomes within schedule and cost.

Manage team to support USG Developer Experience (DevX) products and assist customers in the reduction of roadblocks experienced by developers and reduce time to market for mission capabilities by providing tooling, collaboration, customer engagements, training, outreach, and coordination events.

Direct team to analyze, recommend solutions, and provide inputs to government initiatives as a catalyst for organizational advancements, growth and improvement through input on developer's plan, requirements, performance planning, outreach, training and facilitation.

Education and Experience

  • Bachelor’s degree in engineering, science or related technical discipline plus 5 years of experience in a technical position. Experience must include a minimum of seven (7) years of information technology Project management, and three (3) years leading Agile scrum teams.
  • Technical project management experience and experience managing a staff is required.
  • In some cases, educational requirements may be adjusted or waived for more than ten (10) years experience in project management, agile development, software engineering or equivalent experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • Experience supporting: the delivery of geospatial tools and National System for Geospatial Intelligence content to users; GEOINT Services capabilities/services and Dev/Sec/Ops pipeline activities; and Digital Maker Services that enable developers and programs to quickly provision an application/capability to their customers to accomplish their mission needs/requirements.

Knowledge, Skills, Abilities

Excellent communication, presentation and interpersonal skills. Leadership and management skills as evidenced by previous work experience. Strong customer service orientation.

US Citizen and an active TS/SCI security clearance or active TS with eligibility for SCI is required before hire.  Preference for CI polygraph within past 5 years.
