Alion is under contract to support the Army Futures Command (AFC) and subordinate Army Applications Lab (AAL) in developing and executing a Collaborative Approach to Preparing Soldiers for Contested, Dense Urban Environments. This effort will increase knowledge and understanding of state-of-the-art technologies and techniques suitable to developing the agile and adaptive capabilities needed to ensure the success of the future Army. This effort focuses on the specific military challenges associated with contested, dense urban environments. Knowledge and understanding gained from developing capabilities that address the contested urban environment challenge will be relevant across a broad spectrum of future Army operations.

The newly formed Army Futures Command (AFC) and subordinate Army Applications Lab (AAL) are already operational and Alion is leading the Army Capability Accelerator (ACA) Program.  AAL is establishing operations to identify, evaluate, and transition disruptive technology which satisfies modernization priorities. Key to success is the planning and execution of the Army Capability Accelerator.

Position Summary:

Under the direction and in support of the Alion Army Applications Laboratory, Army Capability Accelerator Program Manager, the Program-Project Administrator provides leadership and assists program/project management staff in the tracking and administration of highly complex and varied contractual commitments. Will track key project tasks, monitor project deliverables and timelines, develop reports, track financials, manage subcontractors, and other program management duties as assigned.

As the organizational expert in the field, consults with program/project management staff in the tracking and administration of highly complex and unusual contractual commitments. May track key project tasks, monitor project deliverables and timelines, organize project related meetings and develop reports and other deliverables as assigned.

Duties and Responsibilities:

  • Assist the Program Manager with the program cost and schedule from inception through completion. The Program-Project Administrator will not be solely responsible for program financials, but will interface with and assist the Project Controller as needed to monitor and report financial status both internally and externally.
  • Perform analysis, development, and review of program administrative operating procedures; assist with drafting and monitoring Program Management Plan.
  • Coordinate with the Program Manager, Project Controller, and Subcontractors to develop and monitor the overall program plan, including time and cost estimates. Manage subcontractors to ensure project outputs are delivered on schedule and within funding.

Coordinate all Subcontractor activities on the program, including:

  • Review and edit Statements of Work (SOWs), or craft SOWs from submitted White Papers, to include all required contractual deliverables.
  • Conducts or assists in negotiations with suppliers to obtain products and services at the best quantity and cost in order to ensure end-users needs are met; negotiates delivery, terms and conditions, and pricing. Identifies future procurement opportunities to further procurement strategies.
  • Processes and completes highly complex purchase orders; determines prices from available vendors which meet cost and quality guidelines; places orders; verifies receipt of purchase
  • Facilitate new subcontracts by coordinating with Alion Procurement through the RFP and proposal phase.
  • Solicits suppliers/vendors for materials/products/services through formal Requests for Services (RFS) and/or Requests for Proposals (RFPs) and informal channels. Receives and evaluates proposals, quotations, and bids for acquisitions.
  • Maintains communication with suppliers during course of procurement action in order to ensure timely delivery in compliance with the requirements of the procurement document.
  • Coordinates the procurement of materials, products/services and equipment necessary for the operation of the project or program.
  • Analyzes bids for specification compliance, prices, delivery commitments and past performance; utilizes online systems as a resource for procurement.
  • Draft Non-Competitive Source Justification documentation if required.
  • Interface with Subcontractors after subcontract award, to include coordinating budget, deliverable, and reporting inputs.
  • Maintains approved supplier/vendor database. Monitors supplier/vendor performance through the administration of supplier/vendor measurement programs; makes recommendations for additions to and deletions from the supplier/vendor database as appropriate.
  • Review subcontractor invoices for accuracy and approve.
  • Provide internal/reach-back support for the Alion PM as needed; coordinate internal Alion program management processes to accomplish program’s goals.
  • Create a tracking mechanism for and track contract ODCs including Travel and Materials purchases, including from Subcontractors.
  • Support the Program Manager with special projects as assigned. These projects can include specific reporting for the government customer.
  • Monitor program plan and schedule to identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications. Maintain database of contract deliverables
  • Coordinate schedules to facilitate completion of proposals, contract deliverables, task order review, briefings/presentations, and IPR preparation.
  • Perform analysis, development, and review of program administrative operating procedures.
  • Responsible for developing, drafting, writing, and editing reports, briefs, speeches, proposals, and other documents in support of a client's requirements
  • Consult with accounts payable to resolve any credit holds or unusually complex pricing problems in order to ensure prompt payment and avoid delays to end user; coordinates with receiving departments to resolve receipt problems promptly so as to not cause any delay to end users.
  • Perform additional duties and responsibilities as assigned.

Education and Experience:

Bachelor’s degree plus 10 to 12 years directly related experience working in support of a Program Manager on a government contract.  Master’s degree is preferred. PMP certification preferred.

Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

  • Knowledge of government contracting environment, management/business plans and program reporting.
  • Excellent communications, presentation and interpersonal skills.
  • Strong customer service orientation.
  • Strong computer skills, MS Office Suite, Salesforce™, Slack™, Google G Suite™; familiarity with Alion’s procurement and accounting systems desired.
  • Effective organizational skills.
  • U.S. Citizenship and Active SECRET Security clearance required.  Eligibility to obtain Top Secret clearance desired.
