Job Description

Manages the financial activities of Project Controller managers involved in performing analysis and developing reports for projects of varying contract type, size, complexity, and level of risk in a Federal government contract environment.  Directs operations including budget management, cost accounting, financial analysis, and financial reporting. Monitors reporting of financial position of contracts and achievement of results against annual plan. Ensures accuracy in analysis and reporting as well as meeting deadlines. Present internal program review for management and participate in interdepartmental development of program plans. Ensures compliance with accounting principles, contract requirements, and Federal, state, and local jurisdiction, including Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, and Federal Acquisition Regulations (FAR).  Position will also involve indirect / overhead management.

ISR Finance - Sr. Manager Responsibilities:

• Standardize FEDSIM financial operations - People / Process / Tools across contracts
  • Monthly PMR Coordination and Overall Presentation of Actuals & Forecast Financials
  • FOM Cost Management
  • FEDSIM Program EAC Management & Administration
  • FP&A (projecting revenue / fee)  
  • Support to Invoicing 
  • Support to MSR (monthly status report)
  • Support to RIPs / TARs 
• Further standardize ISR Ops level financial management routine – Management, Reporting, and Forecasting
  • Ops Level FP&A – Rev / Fee 
  • Indirect / OH Generation & Expense analysis and forecasting 

Responsibilities statement:

“Financial Operations” Sr. Manager that streamlines & standardizes ISR’s financial processes & tools (along with better defining PC responsibilities / skills). This person would establish standard financial tools & processes across ISR Operations and across FEDSIM Programs.  They would coordinate and provide leadership for the current ISR Project Control Managers and utilize with the Group Level Financial Analysts to support OH management at an Operations level.
