Job Description

The Proposal Center Senior Manager is responsible for establishing and managing the proposal process in response to commercial and U.S. government solicitation requirements. The Proposal Senior Manager establishes the proposal development team to include the Proposal Coordinator, Volume Leads, Technical Writers, Desk Top Publisher (DTP), Graphic Artist and production capability. This position requires that he/she work closely with the Capture Manager and his/her team, SMEs, and functional departments (e.g., Contracts/Subcontracts, HR, Recruiting, Finance, Procurement) for proposal content, compliance, and format, while managing the proposal team's activities.

Position Summary

The Proposal Center Senior Manager oversees the development of marketing/sales/contract proposals for Alion’s products and services, to include the coordination of internal marketing, contracts, financial, technical, and administrative resources to ensure appropriate response to RFPs, and timely submission of proposals and additional information requests.  The Proposal Center Senior Manager directs the development of proposals for all units in the organization, and is accountable for the timely complete and effective preparation of proposals in response to RFPs or other opportunities to bring new business, or expand existing business for Alion.  The Proposal Center Senior Manager will organize and lead teams of technical employees from affected groups in preparing proposals that meet the specifications required in a given RFP or other solicitation

Duties and Responsibilities           

Develops a strategy for the provision of an efficient and effective structure for the development of proposals for new business or contracts that are uniform in quality, effective in meeting the requirements in any RFP or other solicitation and are submitted in a timely fashion.

Assembles technical, administrative or other employees from affected groups or corporate functional areas to form teams for proposal preparation and coordinates each team’s efforts in drafting proposals.

Ensures that proposals are complete and that cost estimates are competitive yet provide for a reasonable fee return to Alion.

Assembles and develops formats for submissions that reoccur with some frequency, assuring that all legal requirements are met, yet the format is flexible enough to meet the needs of any specific submission.

Combines the inputs from proposal team members and edits and assembles such inputs into a coherent proposal format.

Coordinate resources for proposal development (war rooms, boiler-plate/reference materials, Privia access for development team, etc.). 

Assures all requirements of an RFP or other solicitation are met and all information required under any applicable law, regulation, and/or other protocol is furnished.

Provide oversight to assigned proposal team members for activities including, but not limited to, resource coordination, template development, graphics development, color review coordination, data call coordination, desktop publishing, proposal production activities and submission activities.

Manage and monitor proposal team activities within allocated Bid and Proposal (B&P) budgets, and direct day-to-day proposal management activities, including development of work plans, schedules and action items, to maintain compliance against solicitation requirements. 

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree from an accredited 4-year college/university in a related business or technical discipline.  Minimum of 5 years demonstrable experience including management experience and 3 years of proposal writing/management experience.

In some cases, educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Strong verbal and written communication skills are essential, along with attention to detail and accuracy. 

Working knowledge of contract types, Federal Acquisition Regulation, cost and pricing analysis.

Organizational skills and a detail-oriented approach. 

Excellent facilitation, communication, and presentation skills.  

Strong leadership, problem solving, and decision-making abilities.

Ability to interface and coordinate with all involved departments and senior executives.

Working knowledge of Privia or other proposal collaboration software.

Highly developed word processing skills, especially with Microsoft Office products and working knowledge of graphics and desktop software (Word, SharePoint, PowerPoint, etc.).

In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines. 

Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes. 

Able and willing to work extended hours to meet dynamically changing needs and delivery schedules.
