Alion is seeking a Senior Spectrum Engineering Advisor for the Radio Frequency (RF), Electromagnetic, and Spectrum Engineering Directorate (RESED) to provide subject matter expertise on domestic and international spectrum topics for government and commercial organizations.  This position requires innovative business executive experience to lead the development of tasking for government and commercial spectrum users.   Drive cross-functional collaboration, maximize operational efficiency, and execute strategies that meet customer objectives in growth technology areas, including 5G and wireless spectrum. Responsibilities may also include leveraging existing alliance and partner relationships and developing new relations to developing strategies to go after new spectrum business. 

Responsibilties

  • Self-starter able to provide executive level spectrum engineering support to government and commercial customers.  Requires a confident knowledge of spectrum issues, spectrum product management, and shared spectrum initiatives
  • Candidate must have broad, first-hand experience and can provide strategy and guidance for working with industry and government to solve the toughest spectrum-related problems including 5G, new telecommunications innovation, spectrum regulation, and spectrum access and sharing
  • Provide executive-level advice and consultation on a wide variety of domestic and international spectrum issues
  • Establish goals and vision for the spectrum engineering team and lead the development of tasking to government and commercial contracts
  • Provide training and mentoring input to Alion spectrum engineers and IT professionals regarding spectrum technology, spectrum management, and spectrum regulatory policies and issues

Qualifications

  • Bachelor’s degree from an accredited 4-year college/university. Must possess at least 16 years of experience/expertise in spectrum management, spectrum innovations, building strategic alliances, creating business partnerships and plans, developing strategies for new markets and spectrum regulation 
  • In some cases, educational requirements may be adjusted or waived for comparable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages, as reflected by market survey data
  •  Must be a self-starter, self-motivated, and entrepreneurial
  • Expert knowledge of spectrum regulatory structure, processes, organizations, and policies, with experience leading National spectrum boards or consortiums strongly preferred
  • Ability to develop relationships with key government offices that overseas spectrum operations and requirements
  • Expert knowledge of commercial wireless interest in spectrum
  • Expert knowledge of critical spectrum policy issues, including spectrum reallocation for commercial wireless broadband, unlicensed device operations, and spectrum sharing
  • First-hand knowledge of key federal and non-federal participants in spectrum issues
  • Be able to confidently support public relations and outreach to government and industry conference, responds to trade press inquiries, participating in trade press podcasts and other outreach efforts
  • The ability to effectively move between leadership styles/needs from collaborative and inclusive to decisive and directive
  • Ability to build and lead diverse teams
  • Willingness to be hands-on and work hard, including research, analysis, and writing
  • A balanced skill base of analytical capability, creative intuitiveness, and common sense
  • Excellent oral and written communication skills, esp. at an executive briefing level
  • U.S. Citizenship and an Active Secret security clearance or higher
