Responsibilities/Qualification

 

Alion is looking for a Shipyard Schedulre who is organized, and experienced in analyzing and evaluating shipbuilding project schedules and provides program and project managers information to be used in planning, monitoring, and resource allocation.  In this role, you will develop plans, including budgets and schedules to meet contractual/project requirements.

Additional Responibilities Include:

  • Reviews contractual requirements and participates in defining program requirements. Reviews and recommends the integration of all aspects of the program from engineering, material, production, sub-contracting, testing, final acceptance, and delivery. Reviews and assists in the creation of the Project Baseline Schedule by ensuring that all labor and material dollar activities are correctly scheduled and resource loaded to create an Integrated Schedule. Reviews and assists in managing Project Baseline Schedule changes.  Ensures that progress is accurately entered each week.  Oversees the schedule health metrics to ensure schedule is in compliance with Government requirements. Reviews manning requirements. Provides schedule and manning information to manage vessel construction.
  • Performs schedule risks assessments to identify and mitigate program/project cost and scheduling risks. Develops evaluation methodology, collects and analyzes the data to determine the extent to which goals, objectives and needs are being met.
  • Develops documentation, reports, and project plans and prepares and may present briefings and staff seminars. Participates in planning meetings with business partners. Serves as a resource for resolution of problems. 
  • Performs additional duties and responsibilities as assigned.

Required Education and Experience

  • Bachelor’s degree in related discipline plus 2 to 4 years of directly related experience or demonstrable ability (supporting Weekly and Monthly Reporting, supporting Weekly and Monthly Baseline Maintenance, leading the overall scheduling effort on a project to maintain and manage the project and experience with creating the Baseline Schedule) with Microsoft Project scheduling software.  
  • In some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Candidate must possess a thorough understanding of planning/scheduling principles, practices, and techniques to ensure the effective use of Project Management tools. Basic knowledge of shipbuilding principals, methods, and techniques is required. 
  • Basic internal team communication, presentation and interpersonal skills for interaction with shipbuilding and naval personnel.
  • A SECRET security clearance will be required after employment.

Knowledge, Skills, Abilities

  • Familiarity with basic ship design criteria, standard shipbuilding practices and change documentation.  Understanding of ship’s drawings and specification documentation.  Technical ship construction coursework, a plus.
  • A background in Earned Value Management (EVMS) and knowledge of the EIA-ANSI 748A standard to ensure overall schedule adherence, schedule effectiveness, and system compliance is preferred. Familiarity with MIL Handbook 881 – WBS structure is preferred.
  • Must be able to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools (Word, Excel, PowerPoint, Outlook E-mail, Access and Project), Adobe Acrobat, and Windows Explorer.  Experience creating and maintaining spreadsheets for tracking construction and quality of ship construction projects preferred.
  • This work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair and/or underway trials.  Walking and climbing throughout the ship, in order to accomplish ship checks, will be required.  Exposure to high noise levels, uncomfortable temperatures, heights or other industrial safety conditions will require use of personal protective clothing and equipment.
