Job Description

We are looking for a high energy, innovative, experienced Solution Developer who will help our clients with development, customization, engineering and management of Content, Infrastructure and Support Tools.

Candidate will be performing development, application customization, system engineering, software integration, hardware and software support, and technical and administrative support services for content systems and applications within the Navy's Continuous Training Environment (NCTE).  Candidate will provide customized development and design solution architectures to systems that support the NCTE such as Atlassian products and plugins, configuration management tools and solutions you engineer to fit the need. Along with customized development, the candidate will also be responsible for engineering and enhancing the backbone of the NCTE support tools, such as Jira and Confluence. Candidate will provide services for any and all phases of software and system engineering, integration and support to ensure customers meet mission goals and objectives. These efforts include the full range of infrastructure design, implementation and integration, including, but not limited to, concept development, planning, requirements definition and analysis, systems design, integration, testing, implementation, deployment, support and sustainment.

•    Performs all necessary aspects of the programming phase of software development including coding, testing, debugging and documenting using current guidelines and standards.
•    Defines architecture requirements and performance standards to meet customer specifications.
•    Performs the analysis and development of test plans.  Tests assigned components and units, provides test results and recommends corrections.
•    Identifies and directs resolution of complex hardware/software interface issues or other technical problems.
•    Researches and develops prospective applications and products and maintains current knowledge of relevant technologies.
•    Create custom workflows, post functions, and validators, make changes to workflows, screens, fields, and reporting, and provide ongoing support and configuration maintenance.
•    Procurement, Development, Installation and configuration of add-ons for Atlassian tools to provide enhanced capabilities
•    Develop solutions extending Atlassian REST services and JIRA plugins using the Atlassian SDK. Design and manage JIRA and Confluence queries and dashboards for metrics reporting for various teams
•    Setting up environments to host Atlassian applications, including Server and Data Center
•    Administer JIRA and Confluence, and formulate technical solutions using JIRA and associated plugins or Atlassian products
•    Serve as the JIRA and Atlassian technical resource for users to ensure the adoption of development and workflow processes, address user questions, and develop training, as needed
•    Troubleshoot various issues and problems and design creative technical solutions
•    Must have or be able to obtain Security + and Linux OS certifications
•    Candidate must meet DoD 8570 requirements for IAT Level 2

Bachelor’s degree in Engineering, Computer Science, or related discipline plus at least 2 to 4 years of directly related experience. In some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience. Highly prefer 5 or more years of experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

•    Achieving employer funded Security+ and an OS certification will be required if the successful candidate does not have them already.
•    Ability to work independently with minimal guidance in a fast-paced environment
•    Experience with web, scripting and core languages
•    Experience with Software Revision Control Systems such as Git
•    Experience with Agile development methodologies 
•    Strong analytical skills and attention to detail.
•    Able to analyze and review current environments to determine potential areas of improvement
•    Ability to communicate software concepts effectively.
•    Knowledge of the principles, practices, and procedures used in software and systems development.
•    Deep experience with Linux and Windows based operating systems
•    Ability to manage multiple requirements and deliverables at any given time through effective time-management and planning
•    Demonstrate excellent communication skills including the ability to effectively communicate with internal and external customers

Strongly Desired:
•    Familiarity with web development and architecture is a plus, including Javascript, Springboot or EXTJS
•    Experience with configuration and administration of Atlassian Products
•    Hands-on experience setting up, managing, upgrading and migrating Atlassian tools in Server and/or Data Center environments
•    Prior system administration experience and understanding of associated concepts like networking, access, storage, database, and resource management
•    Experience with scripting, such as Bash, Python or Ruby
•    Conceptual and practical understanding of SDLC and Agile Frameworks
