Responsibilities/Qualification

 

Air Combat Command (ACC) A6 directorate at Langley AFB, VA is in search of a Spectrum Manager. The Spectrum Management Support position task is responsible for addressing and reducing the backlog of ACC reviews and overdue frequency assignments, completing reviews in a timely manner within the first six months of starting the task; managing the frequency spectrum in support of ACC operation s within the CONUS, US possessions, contiguous and international host nations; provides training to other installation spectrum managers via phone and online methods of communication, including a formally structured one-week training class as required; develop and coordinate spectrum-related reports, assessments and briefings for ACC staff; identifying programmatic and technical requirements for obtaining frequency assignments; using Spectrum XXI to manage requirements; analyzing plans for spectrum supportability; providing spectrum support for ACC exercises – including submitting spectrum exercise packages to the Air Force Spectrum Management Office; assisting ACC organization in the identification, collection, organization, and submission of spectrum-related technical information for frequency supportability; and evaluating equipment frequency allocation applications using tools such as the Spectrum Certification System (SCS) or Equipment Location – Certification Information Database (EL-CID) an other RF analysis systems as required to determine the degree of compliance with allocation tables and other applicable standards from the NTIA and DoD for communications electronics devices.

The ideal candidate for the Spectrum Management Support task has the following Key Skills and Abilities (KSAs):

  • Five (5) years’ experience in Spectrum Management. Contractor’s previous experience must display understanding of the process of obtaining a radio frequency license and the capability to train Installation Spectrum Managers.
  • Personnel performing this task must have graduated the Air Force Spectrum Management School and have at least:
  • Five (5) years’ of Spectrum Management experience and knowledge of project planning, mission needs and operational requirements.
  • Five (5) years’ experience with Spectrum Certification process.
  • Five (5) years’ experience using Spectrum XXI software.
  • Five (5) years’ experience working with/on higher headquarters staff. Personnel must also demonstrate ability to address/converse and brief Air Force General Officers and Senior Civilians.
