Responsibilities/Qualification

 

This Position at Groton/New London CT,  provides project management support to the APM for VIRGINIA Payload Module (PMS 450V), VIRGINIA Class Submarine Program Office (PMS 450), Office of the Program Executive Officer, Submarines (PEO SUB), Naval Sea Systems Command.

This position requires knowledge/experience in the following areas: program, project and organizational management, administrative and logistics support, database management, program implementation planning, workload forecasting, business improvement initiatives, contract /budget management and resource management.  The position also requires knowledge of General Dynamics Electric Boat (GDEB)/Huntington Ingalls Industries (HII) design practices as well as familiarization with construction related activities at both shipyards. 

Technical responsibilities include the ability to understand submarine design, construction and maintenance initiatives in order to perform the tasks listed below.  Business financial management responsibilities include evaluation of business cases, development and maintenance of cost metrics, and funding requirements. 

Specific responsibilities include but may not be limited to:

Serve as PMS450 programmatic/technical representative at Electric Boat (EB)

Provide deck plate support during concept arrangement phase of the design

Review and provide feedback to contractor on official correspondence being generated

Assist contractor in managing design metrics

Provide real time feedback to PMS450 on emerging programmatic and technical issues

Review and provide comments to PMS450 on official EB submittals

Provide an assessment to PMS450 on EB cost/schedule/technical performance/manning issues.

Make technical assessments and recommendations required for successful program execution, administration and management.Assess technical, contractual, and schedule risks and benefits of alternative approaches for achieving objectives.Generate, recommend and execute approved plans to manage cost reduction opportunities.

On a continuing basis, monitor status of assigned tasks and report progress to Navy leadership.

Duties may also include working with PMS397 on joint program related issues.

Required Skills and/or Experience:

  • Master’s degree plus 12 or more years of relevant work experience. Doctorate degree preferred. Degree(s) must be in electrical engineering, computer science, mathematics, or a related discipline.
  • Demonstrated understanding of military operational requirements, cost analysis and control, strategic planning, procurement strategies to include Government acquisition processes, and business process improvement.
  • Program control and financial management experience.
  • Analyze and evaluate present and future program/project engineering requirements.  Recommend optimum technical and economic tradeoffs to integrate existing subsystems, components, assemblies, parts and associated equipment.
  • Reach engineering compromises and agreements with engineers of other organizations and contractors. 
  • Support strategy development for engagement with contractors and government officials to encourage affordability across the life cycle.
  • Develop metrics and messaging strategies to communicate with contractor and Navy leadership.
  • Strong organizational skills, communication/presentation skills, technical writing skills and attention to detail.
  • Excellent written and verbal communications skills, and demonstrated ability to present material to DoD and non-DoD officials.
  • Minimum 10+ years of relevant experience.
  • Clearance Level Required:  Secret
