Job Description

Summary:  The HQ USAFE/AFAFRICA - A2 System Administrator shall operate information technology (IT) and telecommunications resources to monitor, evaluate, and maintain systems, policy and procedures to protect clients, networks, data/voice systems, and databases from unauthorized activity. Identify potential threats and manage resolution of security violations. Employ USAFE-AFAFRICA/A2-approved hardware and software tools to enhance the security by installing, monitoring, and directing proactive and reactive information protection and defensive measures to ensure CIA of IT resources. Administer and manage the overall Information Assurance (IA) program to include Communications Security (COMSEC), Emissions Security (EMSEC), and Computer Security (COMPUSEC) programs.  Fulfill requirement for system Information System Security Officer (ISSO).

  • Duty location/duty day requirements: Ramstein Air Base, Germany – Full (40 hours per week) coverage in support of the ISR architecture with specific daily schedule determined by system and mission requirements. A normal work week may extend up to 60 hours per week.

Duties and Responsibilities:

  • Complete Assessment & Authorization (A&A), formally known as Certification & Accreditation (C&A), functions for a regional system deployed to multiple sites.

  • Analyze incidents/outages for security impact and evaluate approximately six change management requests quarterly.

  • Conduct IA risk and vulnerability, and security impact assessments; ensure enterprise IA policies fully support all legal and regulatory requirements; and, ensure IA policies are applied in new and existing IT resources. Identify IA weaknesses and provide recommendations for improvement. Monitor enterprise IA policy compliance and provide recommendations for effective implementation of IT security controls. Ensure Security Impact Assessment (SIA) is completed IAW authorizing official guidelines for any proposed change to assigned system architecture. Provide the customer with a Security Vulnerability Assessment report NLT the 10th day of the following month.

  • Make periodic evaluation and assistance visits as directed by USAFE- AFAFRICA/A2, note discrepancies, and recommend corrective actions. Audit and report the compliance of IA procedures and investigates security-related incidents.  Assist in conducting IT forensic investigations.  Monitor emerging security technologies and industry best practices.

  • Assist Information System Security Manager (ISSM) and/or Program Manager (PM) with TEMPEST/Emissions Security (EMSEC) program requirements.

  • Provide CIA by verifying IA controls are implemented in accordance with DOD and Air Force IA standards.  Ensure USAFE-AFAFRICA/A2-approved administrative, physical, and technical safeguards are incorporated into all new IT resources through certification and accreditation and protect IT resources from malicious activity.

  • Notify the ISSM and/or PM when changes occur that might affect accreditation.

The Contractor shall serve as Information System Security Officer (ISSO) for all matters of security pertaining to USAFE-AFAFRICA/A2 assigned systems as follows:

  • Actively participate in configuration management pertaining to assigned systems.

  • Maintain a current inventory of USAFE-AFAFRICA/A2-approved security hardware and software of assigned systems.

  • Utilizing A&A system such as XACTA, develop and maintain A&A support documentation for assigned system(s); including but not limited to the Plan of Actions and Milestones (POA&M).

  • Ensure system security documentation is prepared and maintained.

  • Evaluate the security consequences of proposed modifications to software and hardware.

  • Identify and analyze system malfunctions with a view towards security incidents/violations.

  • Report all security related incidents to the assigned ISSM and/or USAFE- AFAFRICA/A2 PMs. Initiate protective and corrective measures for all other incidents with the approval of the ISSM or PM.

  • Conduct periodic reviews to ensure compliance with system-specific A&A support documentation package.

  • Attend required technical (e.g., operating system, networking, security management, system administration) and security training relative to assigned duties.

  • Recommend to the ISSM and/or PM any special, significant, or unique issues, which need to be addressed.

Qualifications and Requirements:

  • Information Assurance Technician (IAT) Level II  certification (REQUIRED)

    • CCNA Security

    • CySA+ **

    • GICSP

    • GSEC

    • Security+ CE

    • SSCP

  • Or, IAM Level I (REQUIRED)

    • CAP

    • GSLC

    • Security+ CE

  • Graduate degree in a Computer Science or related field with 3 years of DoD related IT/IA experience, or

  • Undergraduate degree with 5 years of DoD related IT/IA experience, or

  • HS Diploma with 7 years of DoD related IT/IA experience

  • Active and current TS/SCI security clearance required

  • US (Civilian) Passport Required (must have at least 2 years remaining)
