Position Summary

Support DoD customers as the focal point for all policy, practice, and procedural matters relating to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E) mission areas.

Duties and Responsibilities

Serve as DoD policy SME supporting the Deputy Director for Policy and Workforce Development.  The role encompasses supporting the OUSD(R&E) in developing DoD policies to incorporate DoD-recognized best practices.  Review and assess relevant engineering and related policies to include DoDI 5000.02, “Operation of the Defense Acquisition System” for research and engineering currency and completeness, and, as necessary, prepare periodic updates and effectively collaborate with DoD stakeholders.  Conduct periodic assessments and updates to the systems engineering guidance, such as the Defense Acquisition Guidebook (DAG), to ensure appropriate guidance is addressed across the lifecycle and integrated throughout the DAG.  Support DoD policy and guidance formal and informal coordination to confirm alignment with systems engineering policy and equities.  Provide technical and management inputs to data calls, briefings, articles, and reports as required. 

Education and Experience

Bachelor’s degree in engineering or a related scientific discipline plus 8 to 10 years relevant work experience. Master’s degree preferred. Degree(s) must be in engineering, computer science, mathematics or a related discipline.

In some cases, educational requirements may be adjusted or waived for more than 12 years of applicable work experience. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new

Engineering experience working in the defense acquisition community (industry, military, Government civilian, or contract support), experience with technical program management, and experience with senior customer relationship management.

Experience developing policies, guidance, and standardization documents related to acquisition engineering or related technical fields with deep knowledge of DoDI 5000.02, the DoD Acquisition Process, and related research and engineering policy, guidance and standards.

Experience in planning and coordination of working group meetings with diverse participants. Experience in preparing, coordinating, and presenting briefings.

Knowledge, Skills, Abilities

  • Secret DOD clearance is required.
  • Ability to think critically and adapt quickly to changing requirements, stakeholders, environment and take action.
  • Strong analytical, problem-solving, prioritization, and organizational skills; proven ability to assess, select, and utilize a variety of methods and tools.
  • Strong written and verbal communication skills.

      Desired

  • Familiarity with the DAG Chapter 3, Systems Engineering.
  • Familiarity with ISO/IEC/IEEE 15288, IEEE 15288.1, and IEEE 15288.2
  • INCOSE or PMP certification.
