Job Description

The Technical Editor/Proposal Writer is responsible for supporting compliant and compelling proposal responses to commercial and U.S. government solicitation requirements. This position incorporates the proposal capture strategy, proposal lenses, customer hot buttons, and discriminators through assigned sections. This position requires that the Proposal Writer work closely with the Capture Manager, Proposal Manager, Volume Lead, Subject Matter Experts, and functional departments as necessary (e.g., Contracts/Subcontracts, Quality, Procurement) for proposal content.

This position follows the approved proposal processes, participates in reviews, maintains configuration control of assigned sections, and incorporates changes from all amendments and Q&As. Writes assigned sections in accordance with the proposal schedule, the compliance matrix/proposal outline, and within the allocated page count. Develops any necessary data calls to complete the assigned sections and works with the Proposal Manager and Proposal Coordinator to issue those data calls to subcontractors and/or functional groups. Attends daily standup progress reviews to provide status of section writing assignments and other proposal actions assigned. Ensures the assigned sections are compliant with all RFP and amendment requirements.

As part of Alion’s IDIQ PMO, coordinates work activities and writes and edits highly complex technical documents, including deliverables, manuals, reports, specifications, and procedures in conformance with Alion writing and documentation review process in addition to meeting contractual requirements.

Duties and Responsibilities

Consults with all levels of customers and company management to determine most appropriate schedule of deliverables and objectives for large technical writing projects.

Writes, reviews, and edits highly complex technical documents. Edits documentation for style, clarity, consistency, and adherence to company guidelines.

Primary interface with authors, other Technical Editor-Writers, word processing, graphics, and reproduction staff in the preparation and production of a variety of documents.

Conducts interviews with various technical staff to gather data for documentation.

Evaluates and provides feedback on draft documents and attends documentation reviews.

Writes assigned proposal sections in accordance with the proposal schedule, and the compliance matrix/proposal outline, within the allocated page count.

Reviews the RFP and assures clear understanding of all requirements.

Reviews all amendments and Q&As for impact to assigned proposal sections and incorporate changes as necessary.

Helps prepare the annotated outline for the assigned proposal sections.

Reviews and adjudicates comments from reviewers.

Education and Experience

Bachelor’s Degree in a related discipline plus 10 to 12 years of directly related experience. Master’s degree is desirable.

Proposal writing experience for large bid efforts in the areas of, but not limited to, management approaches, past performance and experience, quality plans, staffing plans, transition plans, and resumes.

In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating annotated outlines, writing new material, editing written material, and producing high-quality proposals under tight deadlines.

Strong verbal and written communication skills are essential, along with attention to detail and accuracy.

Strong organizational and time management skills.

Strong facilitation, communication, and presentation skills.

Highly developed word processing skills, especially with Microsoft Word, and proficiency with other MS Office applications (Excel, PowerPoint). Working knowledge of graphics.

Working knowledge of SharePoint, Privia, or other proposal/document collaboration software.

Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes.

Able and willing to work extended hours to meet dynamically changing needs and delivery schedules.
