Position Summary
Assists PMS 377 in Life Cycle Support for the Landing Craft, Utility (LCU)1610/1700 craft.  Supports LCU financial management, assists in development of yearly Task Planning Sheet (TPS) development, reviews and responds to budgetary development for forthcoming fiscal year(s).  Generates and uploads Core and Above TPSs into IDE application.  Develops/submits Task Change Requests (TCR) and Above Core TPSs throughout fiscal year.  Develops Core Activity Budget and Spend Plan (as required). 

Provides support for POM-Financial Management Board for Operation Procurement (OPN) for procurement of material, and Operation Maintenance (OMN) for maintenance and repair.   

Monitors the status of craft during Fleet availabilities to include Alteration Installation Team (AIT); providing analysis and resolution of problems.  Provide emergent issue/action item support for technical issues, business case analysis, schedules, specific CCD’s and other.  Proactively integrates with the In-Service Engineering Agents (ISEAs) at Naval Surface Warfare Center Carderock Division (NSWCCD) and Naval Surface Warfare Center Philadelphia Division (NSWCPD) and the Boston Planning Yard (BPY) to resolve technical issues.

Support the Life Cycle Manager in urgent daily activities. Interfaces with PMS377 On-Site representatives imbedded at ACU 1, ACU 2, and NBU 7.  Works closely with NSWCCD, NSWCPD and BPY.

Uses quantitative analytical techniques to assess process issues and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Prepares documentation, reports, project plans and fielding plans to describe activities planned and accomplished, status reports, letters, memoranda, and messages.  Prepares briefs to senior Navy leadership.

Performs additional duties and responsibilities as assigned.

Education and Experience
Bachelor’s degree plusr 2 to 4 of experience directly related to naval ship or craft maintenance. Experience with LCU and Amphibious Operations highly desired.
In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, Abilities
Experience with government contracting relating to craft or ship maintenance.  Comprehensive knowledge of craft/ ship or aviation maintenance.  Shipyard or ship/craft repair experience desired.

Ability to apply knowledge of ship and craft repair processes, NAVSEA budget processes and  program management to support customers in the execution  and improvement of maintenance processes,  policy and procedures.

Ability to develop and review products for accuracy.

Proficiency in Microsoft Word, Excel, and PowerPoint.

Excellent communication and interpersonal skills.

Candidate must be able to obtain and maintain a SECRET clearance as a condition of employment.
