Position Summary

Under immediate supervision by senior personnel and onsite management, provides acquisition support by performing basic to moderately complex acquisition requirements, posting internal requisitions using Alion’s Requisition and Procurement System (RPS), assists Alion’s procurement team by performing market surveys for potential procurement avenues, and analyzing proposals for applicability to stated technical customer needs. Works with program and project managers to determine procurement strategies to effectively meet program needs in accordance with cost, schedule, and technical requirements. This junior level position has great potential for advancement in the growing local Defense Contracting market.

Duties and Responsibilities          

Must have the capability to effectively communicate as a cohesive member of a fast-paced team to keep up with urgent requirements.

Develops procurement initiation documentation, including purchase request memoranda, Statements of Work (SOW), Non-Competitive Source Justification (NCSJ), Contracting Officer Representative (COR) approval letters, and Bill of Materials (BOM) along with any other essential documentation to initiate procurement actions.

Tracks and monitors the order through delivery of hardware or services to the client by monitoring contract ceilings, deliverables, and vouchers. Must hold responsibility for cradle-to-grave procurement actions to ensure schedule deadlines are met while keeping technical customers and Alion management updated of status.

Conducts financial trend analysis, life cycle acquisition tracking, including data entry, file maintenance, and data retrieval and reporting functions.

Uses basic to moderately complex quantitative analytical techniques to assess system acquisition process issues and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Supports customers in the analysis and improvement of acquisition process policy and procedures.

Participates in meetings with business partnerships and acquisitions.

Prepares and may assist in presenting formal briefings and staff seminars.

Performs any additional duties and responsibilities as assigned per upper management.

Education and Experience

Bachelor’s degree in Business Administration, Finance, or a related discipline plus 0 to 2 years of directly related experience, preferably in a government contracting environment.

In some cases, educational requirements may be adjusted or waived for comparable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Knowledge of government or other contracting environment relating to technical, scientific and analytic services, and identification of new business opportunities.

Ability to apply knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.

Excellent communication, organization and interpersonal skills.

Word Processing/Data Entry skills and familiarity with key Microsoft applications (Outlook, Word, Excel, and PowerPoint).

A security clearance of an appropriate level may be required after employment. Eligibility to obtain a security clearance is required.
