Job Description

Position Summary:

As the organizational expert in the field, provides high level consultation to management in acquisition support. Researches extremely complex acquisition requirements, performs market surveys for potential procurement avenues, and analyzes proposals for applicability to stated functional needs. Works with program engineers to determine procurement strategies to effectively meet program needs in accordance with cost, schedule, and technical requirements.

Job Duties:

  • Provide program management support services and analysis for programs that are subject to, or being considered for transfer to, a foreign nation as part of a Foreign Military Sale (FMS).
  • Provide day to day support in the execution of FMS cases, to include management and tracking of financial, logistic and other related case data, tracking and resolution of action items, transportation management of international shipments, development of briefing packages for senior DoD and foreign government personnel, reconciliation of cases in preparation for case closure, and other related tasks.
  • Provide analyses and support of Foreign Disclosure and Technology Transfer Determinations as required by Title 10 U.S. Code, Arms Export Control Act (AECA), and the International Traffic in Arms Regulations (ITAR). Also provides assistance in development of Letters of Request, Letters of Offer and Acceptance, and other official correspondence related to implementation and execution of FMS cases.
  • Support the development and management of the assigned F-35 User’s Introduction to Service (ITS) activities for assigned sites from initial identifcation of a F-35 site, to last aircraft arrival at the last designated site. 
  • The incumbent will support all processes related F-35 ITS to include: site surveys and reports; Site Specific Activation Plans (SSAP); facility design reviews (DR); site activation task force (SATAF) events; sustainment readiness reviews (SRR); initial operational capability supportability reviews (IOCSR); and all associated reports. 
  • Support the coordination of all sustainment contract activity to include: requirements identification, proposal generation, statements of work, technical evaluations, contract negotiations; contract oversight and performance evaluation.


Bachelors Degree plus10 years experience in Aircraft Maintenance, Military Logistics, Program Management, or Military aviation.
