Position Summary

Are you looking for an opportunity to offer innovative solutions? Alion is seeking an Acquisition Analyst Principal to support the GSA Senior Account Director in the oversight and management of Customer accounts.  The ideal individual is a GSA/FEDSIM contract SME; manages and analyzes Schedules or multiple award IDIQ contracts at the IDIQ level; and performs general BD activities, capture, proposal and execution.  

Track, manage and analyze emerging business opportunities from Customer and internal line organizations, and provide regular and ad hoc reports and analysis to management, corporate leadership and customers through analytics and utilization of performance metrics and historical data.  Provides program support by researching contract requirements, performing market analysis for programmatic metrics, and analyzes RFPs and proposals for customer requirements and evaluation factors.  

Thorough knowledge and experience in GSA FEDSIM and DoD services and solutions, including, contracts, program management, and proposal support. Requires knowledgeable, hardworking person that works collaboratively with all stakeholders.

Duties and Responsibilities

Identify, research, and analyze all customer information from multiple sources to gain true understanding and insight into customer organization and leadership culture, practices and dynamics.

Identify any strategic customer changes that will drive the org/customer to different needs/practices that may provide a window of opportunity to develop more business or operate current business more effectively.

Makes recommendations to change processes, and systems to ensure our CONOPS aligns with/addresses customer needs/wants/procedures.

Acts as advisor on agency-level multiple award IDIQ contracts (at the contract level) or Schedules in terms of operating within the contract terms and conditions.

Develop and maintain any necessary CONOPS to effectively manage/use the contract vehicles within the context of all customer, contract, and corporate performance parameters and compliance requirements.

Provide advice and assistance to internal users in terms of options, CONOPS, etc. 

Conduct direct customer performance assessments and report feedback, and make any adjustment required to maintain customer satisfaction.

Support and assist in the development and implementation of business development strategies/plans to penetrate and/or grow business with the customer.

Ability to analyze Customer organization and current contract portfolios (e.g., key stakeholders and relationships, future opportunities, award metrics, etc.).

Maintain an ongoing, up to date 5-year pipeline of contract bid opportunities.

Performs additional duties and responsibilities as assigned

Education and Experience

Bachelor’s degree from an accredited 4-year college/university in Business or related technical discipline.

10 to 15 years’ experience and performance in U.S. Federal Government services/solutions market place, with a focus on business analytics functions/tasks/activities.

In some cases, educational requirements may be adjusted or waived for comparable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Knowledge, Skills, Abilities

Extensive knowledge and experience of U.S. federal Government services/solutions contracting/buying practices, contract project management and capture and proposal management.  Specific experience in the management and oversight of GSA and FEDSIM contracts. 

Experience in Other Transaction Authority (OTA) a plus.

The ability to effectively work with various leadership styles and levels of the organization.

The ability to sort through, prioritize and concisely present large quantity of data, material, etc. which is often confusing and contradictory.

The ability to integrate all customer, contractual, capability, and business aspects of an offer in a manner that maximizes win percentage.

Willingness to be hands on and work hard, including research, analysis, and writing.

A balanced skill base of analytical capability, creative intuitiveness, and common sense.

Excellent oral and written communication skills, especially at an executive briefing level.

A security clearance of an appropriate level may be required after employment.
