Responsibilities/Qualification

Position Summary

Supports large programs containing several projects varying in size and scope. Provides acquisition support by researching complex acquisition requirements, performing market surveys for potential procurement avenues, and analyzing proposals for applicability to stated functional needs. Works with program engineers to determine procurement strategies to effectively meet program needs in accordance with cost, schedule, and technical requirements.

Duties and Responsibilities

Under general supervision, analyzes and evaluates programs or projects to provide program and project managers information to be used in planning, monitoring, and resource allocation to include financial and contractual data. Develops plans including budgets and schedules to meet contractual/project requirements.

Develops procurement initiation documentation, including request memoranda, Statements of Work, supply lists, personnel qualifications, justifications, and modifications.

Tracks and monitors the delivery of hardware or services to the client by monitoring contract ceilings, deliverables, and vouchers.

Conducts financial trend analysis, life cycle acquisition tracking, including data entry, file maintenance, and data retrieval and reporting functions.

Uses complex quantitative analytical techniques to assess system acquisition process issues and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Supports customers in the analysis and improvement of acquisition process policy and procedures.

Develops and validates viable business models for business partnerships and acquisitions.

Seeks out and researches prospective opportunities.

Provides support to upper management in deal negotiations, contract development, due diligence and other business development or alliance development projects.

Participates in meetings with business partnerships and acquisitions.

Prepares documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.

Prepares and presents formal briefings and staff seminars.

Provides guidance to less experienced Acquisition Analysts.
Creates financial projections for growth and profitability of future projects and programs.
Performs additional duties and responsibilities as assigned
Knowledge of government or other contracting environment relating to technical, scientific and analytical services, and identification of new business opportunities.
Excellent communication, organizational and interpersonal skills.
May require knowledge of Federal Acquisitions Regulations (FAR) and other DoD procurement policies and procedures.
No active security clearance is required but candidate must be secret-eligible.

Familiarity with defense security regulations preferred.

Candidate may also:

  • Interface with outside agencies.
  • Assist in maintaining security education programs.
  • Monitor security procedures and assist with procedures.

Education and Experience

Bachelor’s degree in related discipline plus 5 to 7 years of directly related experience in a government contracting environment. Master’s degree preferred.

Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
