Responsibilities/Qualification

Position Summary

Serve as a primary on-site representative for PMS 377 at the LCU 1700 building yard.

Help evaluate the builder’s progress with the development of Technical Data Products and Baseline design. Assist with the development of metrics to measure progress and monitor actual performance to plan.

Monitor the production progress of the building shipyard as they construct the lead craft of the LCU1700 program.  

Perform daily inspections of craft in production to monitor Unit Assembly Progress, Assembly Locations and Erection Status to schedule. Monitor  to ensure quality workmanship and adequate Care & Protection measures are being executed. 

Make daily visits to the shop floor to determine actual physical progress of craft structure, piping systems, propulsion systems, electrical systems and Auxiliary Systems. 

Compare production bill completion data against observed physical progress. Provide regular assessments of specific Shops’ performances based on Bill File data.

Assess actual physical progress compared to planned progress. Provide variance analysis, identifying root causes and recommended solutions. Provide production metrics and reports.

Track and report the development of test packages and the conduct of tests leading up to Milestone Events. Review shipbuilder Contract Performance Reports (CPRs) and assist the PMS377 Program Office to assess and validate the accuracy of the reports with regard to cost and schedule performance.  

Assist in the monitoring of craft construction quality and will report deficiencies observed.  

Assist in the preparation of reports and presentations related to craft construction progress. This position will require some interface with SUPSHIP GC.

Education and Experience
Bachelor’s degree in engineering discipline plus 5 to7years of directly related experience in technical program planning, administration, budgets, and development.

Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Applicant should have at least 3 years of experience in Naval Ship Acquisition and Construction. The successful candidate will possess a range of experience in the areas of Hull, Mechanical, Electrical and Combat Systems and shall be capable of working independently with limited or no supervision to accurately assess shipbuilder construction progress. 

The applicant must have experience in Earned Value Management/Production Progressing

Be proficient in the use of the Microsoft Office Suite, including Word, Excel and PowerPoint.  

Proficiency in MS Project is desired. 

The ability to obtain  and maintain Secret Clearance.
