Job Description



Responsibilities/Qualification

Under immediate supervision, assists in developing and implementing policies, guidelines, and procedures to ensure effective and economical support for manufacturing or servicing of products, equipment, and systems. Includes the gathering and analysis of information on product plans and project objectives, providing tracking and status reports, and support for ensuring distribution and delivery commitments.

Provides technical oversight for the shipbuilder’s execution of property management procedures.  Determine shipbuilder compliance with HII Government Property Management Manual and associated guidance/procedures. Report any violation of procedures to the assigned Task Manager and/or COR for documentation in the contract history file.

Interface with USN PARMs to:

  1. Provide GFI and GFE Support Docs (TMs, MRC, etc.)
  2. Manage NTNO Installation and Checkout (INCO) spare parts/kits
  3. Support GFE Diminished Manufacturing Sources (DMS) and related CM
  4. Support NSC Project CM efforts
  5. Resolve Defective/Damaged material issues
  6. Maintain related GFE and GFI currency (Schedules A, B, C, E)
  7. Provide oversight of shipbuilder GFE receipt inspections; review shipbuilder material condition-found reports, non-conformance reports, and material damage reports for disposition/resolution and recommend USCG actions.

  8. Support PROGC IPM in residual material reporting and disposition to include conducting physical inventories in shipbuilder’s facilities and onboard the under-construction NSC.

  9. Interface with Supervisor of Shipbuilding, Gulf Coast Plant Clearance Officer for disposition of residual USCG Government Property.

  10. Support 3rd party certification efforts associated with GFE

Assists with analyzing contractual documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports to determine requirements.

Develops logistics plans for facilities, personnel, equipment, spares and maintenance. Assists in the development of policies, guidelines, and procedures to ensure quality and cost control.

Assesses and recommends the feasibility of proposed approaches to solve problems of limited complexity.

Drafts reports, studies, and cost analyses for staff and customers as needed.

Participates in technical discussions at project review sessions and in negotiations with the customer.

Researches logistics technology advances and applies appropriate technology in order to improve logistics processes.

Identifies and resolves logistics issues of limited complexity.

Performs additional duties and responsibilities as assigned.

Education/Requirements

Bachelor's Degree in relevant field and 0-2 years experience.

Knowledge of Federal Acquisition Regulation (FAR) 52.245-1, Government Property

Knowledge of USN NTNO/PARM organization and processes

General  knowledge of Government Furnished Equipment (GFE) and Government Furnished Materials (GFM) Management Techniques

General knowledge of shipbuilding processes

Excellent communication, interpersonal and presentation skills.

Proficiency in Microsoft applications.

A security clearance of an appropriate level may be required after employment.
