Job Description



Responsibilities/Qualification

Candidate will be responsible for managing and overseeing Armaments Cooperative Project (ACP) Case financial information, as well as US contractual data and general program management. Candidate will have knowledge of US Government Defense Export Control agencies, regulations, policies, procedures, and roles and responsibilities, including:

Understanding of USG Security Assistance Programs (FMS, ACP) and related processes.
• Financial management in the various ACP systems, management of funding documents and deliverables to field activities and contract support, briefing preparation at meetings with U.S. and foreign partners.

• General program management skills including but not limited to supporting U.S. and its foreign partners in developing, tracking and dispersing formal documents, preparing and supporting meetings including taking actions and developing briefing packets. 

 
As part of the above ACP Case, project support is provided in the following areas:

• Tracking the ACP’s budgeting and forecasting utilizing their internal file, the Yearly Execution Plan.
• Preparing monthly bank reports (verify bank ledgers, bank statements & internal forms), tracking reductions, acquittals & reallocations for funding and managing detailed budgets.
• Generate, update and maintain project documents including Project Management Plan, Project Security Instructions, Transportation Plan, Standard Operating Procedures, organizational charts, and the like.

Proficiency with the Web, MS Office (especially Excel) and SharePoint

Under immediate supervision, assists in providing acquisition support by researching acquisition requirements of limited complexity, performing market surveys for potential procurement avenues, and analyzing proposals for applicability to stated functional needs. Works with more experienced Acquisition Analysts to determine procurement strategies to effectively meet program needs in accordance with cost, schedule, and technical requirements.

Assists with developing procurement initiation documentation, including request memoranda, Statements of Work, supply lists, personnel qualifications, justifications, and modifications.

Tracks and monitors the delivery of hardware or services to the client by monitoring contract ceilings, deliverables, and vouchers.

Assists with financial trend analysis, life cycle acquisition tracking, including data entry, file maintenance, and data retrieval and reporting functions.

Uses quantitative analytical techniques of limited complexity to assess system acquisition process issues and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Supports customers in the analysis and improvement of acquisition process policy and procedures.

Validates viable business models for business partnerships and acquisitions.

Researches prospective opportunities.

Provides support to upper management in deal negotiations, contract development, due diligence and other business development or alliance development projects.

Participates in meetings with business partnerships and acquisitions.

Drafts documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.

Assists with preparing formal briefings and staff seminars.

Performs additional duties and responsibilities as assigned.

Familiar with government or other contracting environment relating to technical, scientific and analytic services, and identification of new business opportunities.

Familiar with the defense acquisition process.

Excellent communication and interpersonal skills.

Good organizational skills.

A security clearance of an appropriate level may be required after employment.
