Job Description

Battle Lab TCITS Systems Engineer- NITE: Provide technical support for in-port Fleet Synthetic Training Unit (FST-U) Level exercises and distributed training events conducted throughout the Fleet Readiness Training Plan (FRTP).   Ensure ATGM Battle Laboratory operates at the highest level of quality, safety, efficiency and economy.  Analyze and assist in the planning and development of training schedules, battle lab systems/equipment configurations and utilization.  Determine the required setup and confirm configuration of all JSAF machines for use during all FST events. Provide technical support to develop and implement integrate M&S training systems with Shipboard C4I combat systems in order to conduct FST exercises and other M&S training as required. Develop and implement standard operating procedures and policies with regard to general laboratory operations. Conduct JSAF Operator follow-on training for all FST support personnel including Active duty and contractors.  Collaborate with the Technical Supervisor in developing and implementing standard operating procedures and policies for the pre-analytical, analytical and post-analytical phases of testing for all aspects of training IAW FRTP objectives.  Assist in the JSAF scenario development process, preparation and implementation of test plans and BFTT shipboard training scenarios as required for fleet training.   Attend meetings symposiums and reviews to include Tactical Team Training Scenario Development Working Group, Aegis Combat Training System (ACTS) meetings, training conferences, Aegis Baseline meetings and development.  Responsible for the development and implementation of FST-U Basic Phase 2.4,  Ballistic Missile Defense Qualification, (BMDQ) and Cruise Missile Training and Qualification, (CMTQ) scenarios using Joint Semi-Automated Forces, (JSAF) scenario generation system for ATG Norfolk, ATG Mayport, ATG San Diego and  ATG Rota. Configure, load, and update cryptographic software for the KG-175D (Tactical Local Area Network Encryption) systems for ATG Battle Lab.  Supervise shipboard installations and connectivity for ATG supported events that utilize JSAF as scenario generator to include FST-U 2.4 Basic Phase, FST 2.1B Shipboard Training System Connectivity checks and BMDQ.  Integrate C5I tactical/training systems to include JSAF, BFTT, BOPC, BEWT and BEWT II training systems. Prepare After Action Reports (AAR), Lessons Learned (LL), briefing, training completion reports/status and any in-process/recommendations for improvement in support of Fleet Synthetic Training events and exercises.  Document training system deficiencies identified during testing and exercise execution.  Conduct data analysis and assist software developers and other technical personnel in testing JSAF version updates and the preparation and execution of system operational verification testing (SOVT).  Identify required capabilities and deficiencies of Modeling and Simulation systems and provide input to NWDC for improvement to JSAF to meet fleet requirements.  Enter and track in NWDC JIRA database all JSAF issues that require correction or modification.  Perform FST Shipboard Installation/Trainer; assist ships/shore facilities in the FST architecture configuration and use of communications, C4I, Tactical Data Links, Navy Combat Systems, SQQ 89 OBT / Training Control Device (TCD), Battle Force Tactical Training (BFTT), BFTT Electronic Warfare Trainer (BEWT), Global Command and Control (GCCS) and Joint Semi-Automated Forces (JSAF) training systems.  Transport all necessary equipment to multiple locations and participating ships.  Liaise with training commands (TTGL/NWDC) and make recommendations for in-process improvement in the performance of FST/BMD program or helping ship participates to solve problems with installed equipment.   Provide organizational and technical assistance to ATGM exercise development and execution. Liaise with shipboard technical leads for scheduling of equipment install/de-install. Integrate shipboard combat systems with the NCTE Synthetic Training architecture using various Fiber Optic and Ethernet networks.  Verify installation and assist with troubleshooting for all NCTE pack up equipment onboard US Naval Ships and shore sites to include the NCTE legacy Pack Up Kits (PUK), Improved Pack Up Kits (IPUK), Cisco Voice over IP Phones (VoIP), ILAU, BFTT Electronic Warfare Trainer 2 (BEWT 2) iPuk and Laptops.  Conduct shipboard installations and connectivity for ATG Norfolk-supported events that utilize JSAF as scenario generator to include FST-U 2.4 Basic Phase, FST 2.1B Shipboard Training System Connectivity checks and BMDQ.  Support the configuring, loading, and updating of shipboard cryptographic software for the KG-175D (Tactical Local Area Network Encryption) systems. Maintain all installed Ethernet and Fiber Optic LANs to include fabrication and repair of fiber/Ethernet. Support crypto installation requirements for ships in all FST/BMD events.  Conduct Tactical Data Link Team Trainer (LRTT), shipboard Link 11, 16 UTJ/MTJ Tactical Data Links training when requested, and Data Link Monthly Inport Training Exercises (MITE).

Education and Experience:

Typically requires a high school diploma plus eight or more years of experience.  In some cases, educational requirements may be adjusted or waived equivalent exchange in years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
