Job Description


The VIRGINIA Class Program Office (PMS450) has the programmatic responsibilities for overseeing the acquisition and development of the design, planning, construction, life cycle support, and modernization of VIRGINIA Class Submarines. This position supports PMS 450F, the Assistant Program Manager (APM) for Product Support Management, Logistics, and Fleet Readiness.


This position reports to PMS 450F and shall perform the following duties:

  • Assist in generating and coordinating current-year and out-year budget formulation and execution.

  • Develop and maintain a disciplined financial process through coordination, capture and dissemination of financial information.  Provide assistance to and coordinate with all PIT Leaders, Team Leaders, and Field Activities in the development of Technical Instructions (TIs) and Individual Task Management Plans (ITMPs). 

  • Draft the Budget Execution Plan detailing obligation planning and programming.

  • Develop and maintain a reporting system to track and analyze expenditures by Task and Activity.

  • Systematically develop and maintain specified financial files and records to document financial activity, including data input and file maintenance for Logistics-related tasks in designated financial management tools.

  • Provide long range financial planning and budget support.  Assist in the development and maintenance of long-range financial planning tools, documents and schedules.

  • Support Logistics inputs to the Program Objectives Memorandum (POM) and Program Review process, Issue Paper development, brief preparation and other financial planning requirements.

  • Support the development, test and implementation of financial management and tracking tools, including the Logistics Requirements Funding Summary.



Bachelor's degree in related discipline plue at least 8 years of directly related experience.  (In some cases, educational requirements may be adjusted or waived for more than 15 years of applicable work experience.

Professional knowledge and experience with Navy Acquisition Programs

Proficiency in Microsoft Office products (Word, Excel, PowerPoint)

Knowledgeable in Financial Management Regulations (FMR), Federal Acquisition Regulations (FAR), and DOD Planning, Programming, Budgeting and Execution Systems (PPBES) and Earned Value Management (EVM).

Travel to Electric Boat and other stakeholder locations as required.

Secret security clearance


Undergraduate degree

Professional knowledge and experience with the Navy Enterprise Resource Planning (NERP) financial system.

Minimum DAWIA level II in Business and Financial Management or equivalent.
