Responsibilities/Qualification

Position Summary

Alion is looking for a high energy experienced individual with broad based experience and skills as Business Manager for a $800M Program Management Office (PMO).  The successful candidate will manage major forward planning and day-to-day financial, contractual and operational functions and related staff to execute against approved business plans and multiple program and project management plans.  Will oversee  PMO major automation of processes and procedures to ensure timely and accurate document collaboration, financial data collection and reporting,  travel approvals and reporting, and transparency to both customers and project managers.   May also take on some direct project management of tasks under the program umbrella across DoD organizations in technical support areas.  The successful candidate must be a collaborative leader known for working effectively with cross-functional teams. Must have a broad base of experience and knowledge in program management (PMO), business operations and financial management.  Reports directly to the PMO Senior Program Manager.  

Duties and Responsibilities          

Manages daily operations of financial, contractual and operational activities and related staff to monitor results against business plans.  Identifies deficiencies and implements corrective actions to resolve issues.

Ensures program and contractual required approvals and reporting are accurate, timely, and appropriate. 

Ensures overall budgets, schedules and performance standards are realistically set and attained. 

Manages PMO automation tools and usage

Monitors financial results of the program and individual subordinate projects  and assists in resolution of problems affecting results.

Consults with PMO Senior Program Manager and project managers in the resolution of problems related to billing and contract required reporting and  monitoring. 

Monitors business development plans of operations to assure proper scheduling of activities related to responsibilities.

Keeps Managers fully informed and provides information and reports for senior management meetings.

Ensures compliance of business with State and Federal regulations and company policies and procedures applicable to Finance and Contracts.

Communicates corporate philosophy, policy, and practices to employees in the business operation and assures compliance.

Complies with all corporate policies and procedures, including quality assurance and security procedures in the performance of duties.

May direct, oversee and/or support implementation of large programs and projects for the business operation.

Performs additional duties and responsibilities as assigned.

 

Education and Experience

Masters degree Business Management, Finance or a related discipline plus 8 to 10 years of related experience, preferably in a government program or program support environment including in a supervisory/management capacity.

Software development background, preferably as a program manager, including agile practices.

Requires focused experience with Department of Defense (DoD) programs across COCOMS and Services.

Extensive Program Management experience with DoD program

Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Thorough knowledge of business financial systems (e.g. JAMIS) and reporting.

Excellent communication, presentation and interpersonal skills.

Ability to manage, supervise, schedule, coordinate, and evaluate assigned staff.

A security clearance of an appropriate level may be required after employment, depending upon direct project management assignment.
