Alion Science and Technology (Alion) is engaged by our Department of Defense (DoD) client in Crystal City Arlington, VA to reform how the agency invests in information technology (IT), governs IT investment management decisions, and allocates IT financial resources. 

Alion Science and Technology (Alion) seeks a Senior Portfolio Business Analyst (Analyst) to support the analysis and advancement of information technology (IT) solutions.  S/he will review and assess investment documentation supporting the development of new capabilities and provide conclusions and recommendation(s) to client leadership.  The Analyst will lead the development of business cases through our IT intake process by partnering with business stakeholders to progressively elaborate the detail of potential initiatives from concept to project.  This includes collaborating with our business partners on problem identification, solution development, and alternative analysis.  Since the intake process is integrated with established IT governance board functions, the Analyst will facilitate the development of presentation materials and ancillary persuasive communication that will allow agency investment review boards to understand the proposed solution, analyze courses of action (COAs) and make decisions on its viability.

The Analyst will further provide additional IT portfolio management services by developing and refining investment management processes and procedures.  S/he will design Visio diagrams and workflows that demonstrate the progression of an IT concept, the management of portfolio components, and the alignment of portfolio components to DoD portfolio databases and web portals.  S/he will document role-based procedures that will facilitate standardization and, when implemented, result in consistent stakeholder behavior.  

The Analyst will provide subject matter expertise towards the development of portfolio plans and roadmaps.  S/he will advance the integration of portfolio management across the integrated business framework.  Will work within the agency’s requirements management process, defense acquisition processes, IT governance framework, financial and cost management environment, and enterprise architecture (EA).

Responsibilities:

  • Develop and maintain investment management processes for a DoD agency IT portfolio. 
  • Assist in facilitating internal stakeholders through an agency intake process for potential IT projects.  Facilitate the process of business case development and analysis.  Assist project managers in updating cost-benefit analysis (CBA) and analysis of alternatives (AoA).
  • Review and understand the condition of in-use and in-development systems in order to help facilitate board discussions that may lead to accelerating, modifying, enhancing, modernizing, canceling, or decelerating investments.
  • Collaborate with EA to maintain compliance of defense business systems (DBS) with applicable laws, regulations, policies (LRP). 
  • Support an IT portfolio’s alignment with investment data from authoritative data sources such as Defense Information Technology Portfolio Repository (DITPR), Select and Native Programming Data Input Systems for Information Technology (SNaP-IT), Integrated Business Framework – Data Alignment Portal (IBF-DAP), and Defense Information Technology Investment Portal (DITIP).
  • Facilitate the implementation of a project portfolio management tool in portfolio analysis, demand management (pipeline management), resource allocation, financial management, program execution and reporting.
  • Interpret agency strategy, and maintain a portfolio that aligns programs, projects and operations with IT strategy.
  • Summarize evaluation performance results for agency management to analyze and make decisions about in-use system assets.
  • Assist in developing investment scoring models and criteria so that an IT portfolio can be easily prioritized and ranked. 
  • Facilitate governance board activities and assist in developing board review packages.
  • Support stakeholder sessions and capture both decisions and discussions.
  • Capture and track any risks and issues that stakeholders may have with applying and supporting DSCA portfolio management processes.  
  • Discuss any DSCA or IT strategic changes with stakeholders and develop a dialogue on how it influences portfolio mix and prioritization.

  • Assist in determining education needs of stakeholders and facilitate training. 
  • Perform additional duties as required.

Qualifications:

Required

  • 7 - 15 years of business analysis, portfolio analysis, or project analysis experience.
  • 3+ years of experience with any of the following:  intake processes, IT cost estimation, project budget formulation, and project management.
  • 2+ years experience with business process mapping.
  • Experienced in briefing senior-level managers.
  • Experience with writing business cases.
  • Experience using the following MS Office Suite tools: Word, PowerPoint, Outlook, and Excel.
