Position Summary

The Capture Manager develops capture strategy including business solution for pursuit of opportunities, identifies potential customers, prepares competitive assessments, and participates in bid and proposal activities including pricing strategy and defining capture team resource requirements. 


  • Responsible for capture efforts to secure new or re-compete contracts, task orders or business.
  • Analyze requirements and develop teaming strategies to meet the customer and procurement requirements. Execute teaming strategies to ensure a high probability of win.
  • Develops relationships with subject matter experts and functions (Contracts, Pricing, HR, Finance, etc.) to maximize the probability of win.
  • Prepares capture team staffing plan and overall resources basis of estimate.
  • Develops and implements a customer contact plan across all level of customers including identifying and documenting customer¿s key issues and concerns.
  • Assess capabilities, strengths, and weaknesses and assists in the development of capture strategies and marketing philosophies.
  • Oversees proposal process and coordinate with the proposal manager and team to ensure well-written, compliant and competitive volumes, incorporating win themes and program insights.
  • Positions Alion as the preferred contractor prior to release of RFP and works with different agencies and across Alion while in a prime or sub role depending upon the pursuit.
  • Follows a disciplined set of capture lifecycle processes which include reviews and decision gates appropriate to the opportunity and ensures effective and efficient implementation of best practices for strategy reviews, proposal planning, proposal development and proposal production.
  • Leads price and win strategies, competitive assessments, and pricing strategy workshops and prepares/completes strategic action plans, ROIs and risk assessment.
  • Ensures winning technical, management, price and past performance approaches are developed by the capture team and conducts thorough draft/final RFP analysis and develops questions for customers.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • A Bachelors degree in a STEM or related field. In some cases, education may be adjusted or waived for more than 10 years applicable work experience.  Work experience may be adjusted  for specially recognized knowledge or uniquely applicable experience for positions involving new technologiy or labor market. shortages as reflected by market survey data.Good business acumen and peer relationships to combine multiple functional areas to effectively pursue contracts. 
  • Five (5) years relevant capture experience.
  • Good research and analysis skills supported by knowledge of the company's products and services, as well as the needs of current and potential customers.
  • Knowledgeable in the capture and lifecycle sales process, product or solution offerings and profile of client base.
  • In-depth knowledge of the standard industry capture and proposal processes.
  • Excellent presentation and communication skills.
  • A Top Secret clearance is required for this position.
