Responsibilities/Qualification

Position Summary

Alion is seeking a Civil Engineer with Project Management experience to assist GSA, on-site in Washington, DC, by performing required work in the Design, Assist Procurement, Construction Phases, Claims, Preparation of Scopes of Work, Estimates and Miscellaneous Services related to the design, construction, and maintenance of facilities. PM must be able to prepare independent government cost estimates for design and construction, review and evaluate drawings and specifications prepared by A/E’s, provide constructability reviews during the design phase, and lead the effort in resolving technical issues during construction. The CE/PM shall have the ability to manage a project from inception to completion.

Security Requirements

  • Sensitive and classified information about the facilities and their operations will be divulged. Therefore, the PM must have an active security clearance, at a minimum of Top Secret and adjudicated through Executive Office of the President (EOP) Security Division. Candidates not specifying an active TS clearance will be summarily rejected.
  • US citizenship is required.

Duties and Responsibilities:

  • Identifying the need for a project to resolve an issue
  • Developing the scope of work for the project including all disciplines, furniture, and special systems
  • Preparing an IGE and obtaining the necessary funding
  • Assisting with the procurement of A/E design services, construction services, furniture, IT systems and infrastructure, AV systems and infrastructure, and security systems and infrastructure
  • Managing the design and construction
  • Quality and safety inspections of all work
  • Coordination with building occupants and stakeholders to minimize disruption
  • Reviewing submittals to ensure compliance with the scope of work
  • Resolving technical issues that arise
  • Assisting with resolution of disputes as needed
  • Monitoring project schedule and budget
  • Preparing meeting minutes as needed
  • Preparing schedule updates as needed
  • Preparing IGEs for change orders and negotiating as needed
  • Coordinating training, gathering O&M manuals and warranties, and other close-out related tasks
  • Maintaining a working relationship with AEs, construction contractors and other contractors supporting the Government

Required Education and qualifications:

  • Bachelor’s degree plus 2 to 4 years of relevant work experience.  Degree must be in civil engineering or a related discipline.
  • In some cases, educational requirements may be adjusted or waived for more than 7 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Knowledge of engineering principles, methods, and techniques within construction trades and disciplines.
  • Knowledge of relevant tools, equipment, hardware, and software.
  • Effective organization level communication, presentation and interpersonal skills.
  • Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.
